The Democratic Party of Korea's "Korea AGI Implementation Committee" (hereinafter referred to as the AGI Implementation Committee) unveiled policy pledges on May 27 ahead of the presidential election, including the establishment of large-scale AI infrastructure and the creation of a public agent AI ecosystem.

The AGI Implementation Committee, which was launched on May 13 to advance artificial general intelligence (AGI) technology in Korea, operates under the Democratic Party's election campaign headquarters. The committee prepared these policy proposals through 24 subcommittees covering seven key areas. Over 100 experts from leading AI companies, academia, and research institutes participated as advisors and working group members, ensuring that the perspectives from the field were reflected.


The AGI Implementation Committee emphasized, "To lead the AGI era, a comprehensive and proactive national strategy is essential," adding, "Our goal is for AI to realize human-centered values, contribute to the welfare of society as a whole, and foster inclusive socioeconomic development where all citizens benefit."


The proposed policies span seven major areas: ▲ National AI strategy and infrastructure ▲ Policy, governance, and regulation ▲ Talent development and occupational innovation ▲ Industrial competitiveness and investment in public welfare ▲ Public and social applications ▲ Enhanced safety, security, and reliability ▲ AI-driven future innovation technologies. Each subcommittee diagnosed the issues in its respective field and presented specific implementation goals and roadmaps.


Key policy proposals include building a large-scale AI infrastructure to secure AI sovereignty at the government level, establishing AI hybrid clusters and innovation hubs, ensuring national data sovereignty and converting core assets for AI training, and leading in AI-quantum computing convergence technologies.


Additionally, the committee proposed establishing a responsible AI ethics system and a foundation for social inclusion, as well as creating a flexible and future-oriented legal and regulatory framework for the AGI era. The proposals also include strategies to attract top international researchers, nurture industry-specific core talent, promote nationwide AI literacy, and convert expert knowledge into valuable assets.


To strengthen industrial competitiveness, the committee suggested enhancing manufacturing AI capabilities, implementing AI-based intelligent supervision at construction sites, driving AGI-based sustainable smart agriculture and livestock innovation, building an AI Unicorn Factory, providing financial support for scaling up AI startups, and advancing the AI-converged media content Hallyu 2.0 strategy.

The committee also aims to expand the public and social applications of AI. Proposals include establishing AI-based systems for international situation analysis and policy decision support, creating a public agent AI ecosystem, innovating K-healthcare through science-converged predictive AI, realizing AI-native smart cities, and closing regional AI gaps to achieve balanced national development.


For the safe use of AI technology, the committee presented strategies for national security and safety management, as well as measures to ensure the reliability of smart mobility and autonomous driving.


To develop AI-based future innovation technologies, the proposals include advancing Korea as a leader in physical AI, demonstrating AI-converged future architecture, enacting a special law for AI humanoid data governance and responsibility clarification, and devising strategies to make national core infrastructure intelligent through AI.


A representative of the AGI Implementation Committee stated, "These policy proposals, together with a strategy to secure a budget of 100 trillion won, present a concrete blueprint for achieving the national goal of securing sovereignty in AGI technology."


The committee plans to foster public consensus on the proposed policies through public hearings and expert forums, and will make every effort to ensure that these policies are reflected in the next administration's national agenda and implemented as effective national strategies.
