Lee Junseok, the presidential candidate of the Reform New Party, has completed a three-day schedule in Gwangju, a region considered a "conservative wasteland," and has now turned his focus to the Seoul metropolitan area.


On May 21, Lee visited Gachon University in Seongnam, Gyeonggi Province, where he continued his ongoing "Let’s Eat at the Cafeteria with Lee Junseok" event during the presidential campaign. He had lunch with students and discussed topics such as employment, career paths, and youth policies. Earlier in the morning, he attended the opening ceremony of the "2025 Asian Leadership Conference" held at the Shilla Hotel in Jung-gu, Seoul.


The previous day, Lee announced three major innovations for student bus safety utilizing artificial intelligence (AI). The core measures include mandating ignition interlock devices to completely prevent drunk driving incidents on school buses and establishing a response system that automatically analyzes the severity of accidents.


In the afternoon, he is scheduled to visit Seongnam City Medical Center in Sujeong-gu, Seongnam, to discuss on-site challenges with medical staff. Seongnam City Medical Center is a symbol of public healthcare achievements, having been established as the first major pledge of Lee Jaemyung, the Democratic Party candidate, during his tenure as mayor of Seongnam. Lee Junseok is expected to point out the hospital’s recent low bed occupancy rate of around 20 percent and its annual operating deficit of about 40 billion won.

Meanwhile, on this day, Lee announced his 21st presidential pledge: the "Franchise and Platform Joint Responsibility System." Specifically, he proposed to legally mandate the establishment of a "Business Closure Compensation Responsibility System" and a "Review Arbitration Committee" to protect small business owners from damages caused by franchise headquarters and delivery platforms.


Lee stated, "Franchise headquarters will be required to set aside a certain percentage of franchise fees, royalties, and differential franchise fees collected from franchisees. These funds will be strictly separated and managed either in a dedicated account within the corporation or through an escrow system."


He also said, "Delivery platforms will be required to form a committee consisting of experts in fair trade, consumer protection, platform operations, and law, as well as members recommended by relevant agencies. This committee will investigate the facts behind consumer reviews that pose a risk of substantial harm, such as false or malicious reviews and repeated low ratings." Based on the investigation results, the committee will be able to take necessary actions, including deleting reviews, imposing account sanctions, and recommending compensation for damages.
