Establishing a Foundation for Mutual Cooperation in Efficiently Resolving Urban Railway Operation Disputes through the Arbitration System
Baek Ho: "A Prompt Dispute Resolution System Is Important; We Expect to Reduce Unnecessary Costs and Focus on Service"
Seoul Metro (President Baek Ho) announced on May 19 that it had signed a memorandum of understanding with the Korean Commercial Arbitration Board (Chairman Shin Hyun-yoon) to effectively resolve disputes and conflicts through the arbitration system and to promote mutual cooperation.
The Korean Commercial Arbitration Board is a permanent statutory arbitration institution established in 1966 under the Arbitration Act. It works to prevent disputes arising from domestic and international commercial transactions, and to provide prompt and fair resolutions by means of arbitration, mediation, and conciliation when disputes do occur.
The signing ceremony, held at Seoul Metro headquarters, was attended by Baek Ho, President of Seoul Metro, and Shin Hyun-yoon, Chairman of the Korean Commercial Arbitration Board, among others. The agreement includes provisions to strengthen mutual exchange and cooperation, such as efforts to resolve disputes through the arbitration system and sharing information necessary for improving related regulations and systems.
Specifically, the agreement covers: ▲ the selection and classification of urban railway-related disputes suitable for resolution through the arbitration system; ▲ expanding the use of the arbitration system and enhancing dispute resolution capabilities; and ▲ mutual cooperation related to ADR (Alternative Dispute Resolution). ADR refers to a range of methods established to resolve disputes outside of traditional court litigation.
This agreement is valid for three years from May 19, 2025, and may be extended by mutual consent of the two organizations.
Baek Ho, President of Seoul Metro, stated, "With an average of 7 million people using the Seoul subway each day, it is a space closely connected to citizens' daily lives, and the potential for disputes always exists due to the diverse interests involved. Therefore, it is important to have a prompt and professional dispute resolution system in place." He added, "Through this agreement, we expect to reduce unnecessary social and economic costs arising from disputes and to focus even more on providing stable, citizen-centered services."
