The Centralny Port Komunikacyjny is responsible for overseeing the development of high-speed railways linked to the new airport project being promoted by the Polish government. This institution serves as the key entity for the new airport railway plan, which aims to construct 2,000 kilometers of new railway lines by 2050.

The Polish Railway Infrastructure Company is a state-owned institution responsible for the improvement, maintenance, and operation of Poland's railway infrastructure, and oversees local railway modernization projects.

With the signing of the MOU, these organizations plan to work with the Korea Rail Network Authority to promote sustainable railway development through technical exchanges across all areas of high-speed rail, sharing of infrastructure-related information, and regular working group meetings.

In particular, they agreed to cooperate in securing contracts for various projects, including the construction of new railways or the upgrading of existing lines to high-speed rail in Poland, as well as the reconstruction of railways in Ukraine.

Previously, in June 2023, the Korea Rail Network Authority secured a 43 billion won contract for the "Katowice-Ostrava High-Speed Railway Design Project" commissioned by the Centralny Port Komunikacyjny, and is currently carrying out the project in partnership with Dohwa Engineering.

Lee Sunghae, President of the Korea Rail Network Authority, stated, "This agreement is significant as it secures a strategic foothold for K-Rail's entry into the European market. Based on our partnership with Poland, we will strengthen our network to neighboring countries and lay the groundwork for winning a variety of overseas projects."
