Highest Rating in Pledge Implementation Assessment
Goheung County, led by Governor Gong Youngmin, announced on May 20 that it achieved its highest-ever record in both the '2025 Government Joint Evaluation (2024 Performance)' and the '8th Term Elected Administration Pledge Implementation Evaluation'.
In the 2025 Government Joint Evaluation (2024 Performance) announced by Jeollanam-do on May 12, Goheung County ranked first overall among the 22 cities and counties in Jeollanam-do for the first time in its history.

The Government Joint Evaluation, conducted annually by the Ministry of the Interior and Safety, is a comprehensive assessment of local governments covering all aspects of administration, including delegated national tasks, state-funded projects, and major national policies.
In the quantitative evaluation segment, the county achieved 82 out of 84 indicators, securing an overwhelming first place among the 22 cities and counties in Jeollanam-do. In the qualitative evaluation segment, 15 out of 16 indicators were selected as best practices, demonstrating a high achievement rate.
As a result of this overall first-place performance, the county will receive financial incentives totaling 175 million won, including 150 million won in project funding and 25 million won in reward money.
On May 14, the county also received the highest nationwide rating (SA) for the second consecutive year for the first time since the evaluation began in 2012, in the '2025 8th Term National Basic Local Government Heads Pledge Implementation and Information Disclosure Evaluation' announced by the Korea Manifesto Center.
This evaluation, which targeted 226 basic local governments nationwide, was based on pledge implementation data as of the end of 2024 and comprehensively assessed five areas: pledge implementation completion, achievement of 2024 pledge goals, resident communication, web communication, and pledge consistency.
The county fulfilled 65% of its 100 pledges for the 8th term, significantly surpassing the national average of 53.05% for pledge completion. In the category of 2024 goal achievement, Goheung County also recorded a 99% achievement rate, higher than the national average of 92.55%.
The consecutive top performances in both the Government Joint Evaluation and the Pledge Implementation Evaluation are attributed to Governor Gong Youngmin's leadership, which has consistently emphasized change, innovation, and proactive administration within the public sector. It is also seen as the result of the administrative capabilities honed in all areas of county governance?including industry and economy, welfare, agriculture and fisheries, environment, and safety?during the 8th term.
Governor Gong Youngmin stated, "This evaluation result is a valuable achievement made possible by the quiet dedication of over 1,400 public officials despite internal and external challenges." He added, "Building on Goheung County's administrative capabilities and policy execution power, which have been recognized externally, I will do my utmost for the happiness of our residents and the continued change and development of Goheung throughout the remainder of my term."
