Strengthening Preliminary Investigations and Permit Preparations
...Minimizing Citizen Inconvenience and Preventing Project Delays
Daejeon City announced that it will implement improvement measures to address issues such as fugitive dust and inconvenience to residents caused during sewer pipeline maintenance work, as well as to enhance construction quality.
Sewer pipeline maintenance work requires excavation, and repeated delays have occurred due to underground utilities that were not identified in advance. During last year's maintenance work in the Daejeoncheon area, the location of underground utilities differed from initial plans, resulting in project delays of over a month. Prolonged road closures in the vicinity also led to a sharp increase in citizen complaints.
In response, the city will promote improvement measures such as: ▲strengthening preliminary investigations and permit preparations to prevent project delays; ▲enhancing on-site response to minimize inconvenience to citizens; and ▲applying appropriate unit prices to ensure construction quality.
From the detailed design stage, the city plans to minimize project delays by conducting a database survey of underground utilities and carrying out trial excavations at major intersections.
Additionally, to suppress fugitive dust generated during construction, watering operations will be intensified, and flaggers will be deployed to alleviate inconvenience to pedestrians.
Furthermore, the city will apply appropriate unit prices that reflect site conditions within the standard estimation criteria to improve construction quality and ensure that projects are completed as scheduled.
The improvement measures will be applied first to 13 major sewer pipeline maintenance projects within the city.
A city official stated, "We plan to create changes that citizens can feel through meticulous project management throughout the entire process, from design to completion."
