Out of 166 Fraudulent Subscriptions in Seoul, 165 Involved False Address Registration... Four Cases in the Three Gangnam Districts Alone

It has been revealed that there has been a surge in cases of "false address registration," where people moved their registered address to homes they do not actually live in, in order to win the lottery for popular apartment complexes in the Gangnam area of Seoul.


According to data received by Park Yonggap, a member of the National Assembly's Land, Infrastructure and Transport Committee from the Ministry of Land, Infrastructure and Transport on May 19, among the top 32 apartment complexes with the highest number of fraudulent subscription cases detected by the ministry in the second half of last year, 15 were located in the Seoul metropolitan area, including 6 in Seoul (4 in the three Gangnam districts, 1 in Mapo-gu, and 1 in Seongbuk-gu).

Out of the 166 cases of fraudulent subscriptions detected in the six major apartment complexes in Seoul, a staggering 165 were due to false address registration.


In the 'Raemian Onepentas' complex in Seocho-gu, Seoul (292 units for general sale), a total of 41 cases of false address registration were uncovered. At the time of the winner announcement in August last year, all the exclusive 84㎡ Type A, 107㎡ Type A, and 155㎡ floor plans had the highest possible winning score. Such figures are rarely seen in a normal market. Except for one 137㎡ Type B unit with a minimum score of 69, most minimum winning scores were above 70. 'Raemian Onepentas' is a reconstruction project of Sinbanpo 15th complex, and with the price ceiling system applied, the general sale price was evaluated to be about 2 billion KRW lower than the market price. However, those who only had their address registered in Gangnam, without actually living there, took the opportunity to win the lottery.

In another complex in Seocho-gu, 'The H Bangbae', all 46 cases were also due to false address registration. This complex also benefited from the price ceiling system, making its price much more attractive compared to the market price. In Songpa-gu, 34 out of 35 cases at 'Jamsil Raemian I-Park' were found to be false address registrations. The remaining one case involved a person who entered into a sham marriage and then divorced in order to increase their subscription score.


Meanwhile, in the same period, other forms of fraudulent subscription methods, such as bankbook trading or illegal supply, were predominantly detected in regional areas such as Changwon, Cheonan, Daegu, and Busan.
