Additional Selection of Existing Benefits Such as Performance Bonuses
On May 14, the Gwangju Office of Education announced that it will provide additional benefits to public officials who practice proactive administration, in addition to the existing incentives.
The Gwangju Office of Education has established a total of 16 action tasks under four main objectives: revitalizing the proactive administration implementation system, strengthening preferential treatment for public officials, protecting public officials, and preventing and eliminating passive administration. These tasks include the operation of an indemnity system and a reporting center.
To build consensus, all employees are required to participate in at least one training session per year, and on-site workplace training will also be provided for education support offices and affiliated institutions. Outstanding cases will be produced as card news to share field-oriented best practices, and a "collaboration point system" will be implemented to encourage interdepartmental cooperation.
In order to reduce uncertainty in the course of work, a "pre-consulting audit system" will be operated, creating an environment where field officials can work with peace of mind.
Incentives for outstanding proactive public officials will also be expanded. Previously, those selected as best cases in the first or second half of the year could choose one incentive from among performance bonuses, priority selection for training, reward leave, or preferential performance evaluation. Starting this year, if they win an award at a nationwide proactive administration competition, they will be eligible to receive one additional incentive.
Meanwhile, in March, the Gwangju Office of Education selected "creating safe school routes by utilizing school sites" as a key task for this year through an online vote involving citizen participation. This task will receive additional points in the "2025 Outstanding Proactive Administration Cases" contest in the future.
