Nation's First 'Region-Based Youth Employment Support Model' Launched... Busan Signs Youth Employment Success Full Package Agreement

A Unique Nationwide Case Created by Busan City and the Employment Office Together
Establishing a One-Stop Youth-Centered Employment Support System

Busan City and the Ministry of Employment and Labor are launching integrated employment support to tackle the youth employment crisis. Busan City has applied the nation's first 'region-based youth employment support model' to this project.


On the morning of May 13, Busan City announced that it would sign a 'Busan Youth Employment Success Full Package Support Business Agreement' with the Busan Regional Employment and Labor Office at the International Protocol Office of Busan City Hall. The signing ceremony was attended by Lee Joonseung, Deputy Mayor for Administrative Affairs of Busan City, and Kim Junhui, Director of the Busan Regional Employment and Labor Office, who declared the full-scale implementation of a youth job cooperation model between the central government and local governments.


This agreement is centered on an integrated support system that covers the entire process, from initial counseling for youth job seekers to workplace adaptation and employment retention. Each youth job seeker can receive benefits of up to 8.2 million won (1 million won from Busan City and 7.2 million won from the Employment Office).


Busan City will provide up to 1 million won per person as a 'Youth Employment Leap Support Fund' to young people who are employed for more than one year at local small and medium-sized enterprises or mid-sized companies. At the same time, the city will operate a regional youth job-seeker management system to offer systematic support such as customized employment counseling, company visits, job matching, and follow-up management.


The Busan Regional Employment and Labor Office will provide participating companies with a 'Youth Job Creation Incentive' of 7.2 million won per youth employee. In addition, the office will work to create a stable youth employment environment through company diagnostic consulting and improvements to the employment environment.


Applications for the program are open from May 14 to December 31. Eligible applicants are young people aged 39 or younger who are registered residents of Busan City. Youth who found employment after April 1 of this year may also be eligible if they meet certain requirements.


Youth wishing to participate can receive job counseling at designated regional counseling centers, and then submit their application to the operating organizations (Busan Employers Federation, Busan Economic Promotion Agency).


Lee Joonseung, Deputy Mayor for Administrative Affairs, stated, "The youth employment crisis is severe, making cooperation between institutions more urgent than ever," and added, "We will do our utmost to ensure this agreement becomes a practical solution to the youth job issue."
