"Revitalizing the Economy Through Job Creation"
On May 10, Kim Moonsoo, the presidential candidate of the People Power Party, submitted his top ten campaign pledges, including his first pledge, "A Country Where It Is Good to Do Business," to the National Election Commission.
The first pledge is "A Country Where It Is Good to Do Business, Job Creation." Kim presented a vision to usher in a new era of growth and prosperity by fundamentally transforming the economy through three major innovations in capital, technology, and labor. To achieve this, he proposed the following: holding a Korea-U.S. summit immediately upon taking office and pursuing tariff package negotiations; improving the 52-hour workweek system; holding investor relations (IR) sessions for foreign investors; lowering the top rates for corporate and inheritance taxes; and providing tax and fee reductions for companies that excel in job creation.
The second pledge is "Becoming a Global Top Three Power in Artificial Intelligence (AI) and Energy." This includes intensive investment and ecosystem development throughout the entire AI value chain to become one of the top three AI powers, nurturing 200,000 AI professionals, and promoting AI literacy.
The third pledge is "A Country Where Young People Thrive, A Future-Opening Korea." As a core policy to address the housing difficulties faced by young people, Kim proposed the "3-3-3 Youth Housing Supply Plan." This plan supports housing costs for a total of nine years?three years after marriage, three years after the birth of the first child, and three years after the birth of the second child?by supplying 100,000 youth housing units annually.
The fourth pledge is "A Country Connected by Metropolitan Express Railways (GTX), Realizing a Korea Where We Grow Together." Kim pledged to expand the GTX, currently available only in the Seoul metropolitan area, to five major metropolitan regions nationwide, and to promote the creation of super-metropolitan megacities for balanced regional development and the activation of future strategic industries.
The fifth pledge is "A Country of Opportunity, Growing Middle-Class Assets." Kim aims to increase the proportion of the middle class and improve the overall standard of living by boosting income and assets. Key measures include introducing a price-indexed comprehensive income tax system to reduce the tax burden on the middle class; expanding tax incentives for Individual Savings Accounts (ISA) to support middle-class asset formation; reforming the inheritance tax system to reflect social changes; easing the burden of living costs; innovating regulations on redevelopment and reconstruction; and abolishing the excess profit recovery system for reconstruction projects.
The sixth pledge is "A Country Where It Is Good to Have and Raise Children, Lifelong Welfare You Can Trust." Main measures include supplying 200,000 housing units annually to support young people, newlyweds, and couples with children; expanding support from pregnancy to childrearing; increasing national support for vaccinations against major diseases; and strengthening the balance between care and independence for the elderly.
The seventh pledge is "A Revitalized People's Economy, Where Small Business Owners and Livelihoods Thrive." Kim promised to realize a sustainable economic ecosystem for small businesses, restore and strengthen safety nets for the people's economy, and stabilize the prices of essential goods as part of his "people's economy revitalization measures."
The eighth pledge is "A Country Resilient to Disasters, Protecting the People." Kim emphasized strengthening disaster response capabilities through technological advancement, enhancing the field response capacity of disaster-specialized organizations, and restructuring the Ministry of Environment into the Ministry of Climate and Environment to proactively respond to climate disasters.
The ninth pledge is "A Government That Ends Privilege, A Country That Builds Trust." Specific pledges include abolishing the immunity from arrest for members of the National Assembly, introducing a new crime of judicial obstruction, and allowing the Board of Audit and Inspection to audit the National Election Commission, all aimed at increasing the reliability of national systems. Additionally, to resolve unnecessary social conflicts, Kim pledged to abolish the Corruption Investigation Office for High-ranking Officials and return anti-espionage investigative authority to the National Intelligence Service.
The tenth pledge is "The Power to Overcome North Korea's Nuclear Threat, Strong National Security." Kim promised a national defense that reassures the people by strengthening deterrence against North Korea's nuclear weapons. In particular, to ensure resilience against the North Korean nuclear threat, he proposed strengthening the implementation of the U.S.-ROK alliance's nuclear extended deterrence, enhancing preemptive deterrence capabilities through a Korean-style three-axis system, boosting nuclear potential, and introducing a NATO-style nuclear sharing arrangement.
