Asan City to Pursue Institutional Improvements to Prevent Apartment Complex Disputes

Reviewing Measures to Raise Parking Lot Standards
and Expand Quality Inspections

On May 12, the city of Asan in South Chungcheong Province announced that it would pursue institutional improvements to prevent disputes arising from a lack of parking spaces and construction defects in apartment complexes.

This initiative was prepared to prevent chronic civil complaints, as more than 70% of the city's residents live in apartment complexes.

The city plans to review cases from other local governments, gather public opinion, and then adjust the parking lot standards for apartment complexes.

The current parking lot installation standard is 1 to 1.5 vehicles per household, and for units with an exclusive area of 85 square meters, it is 1.2 vehicles per household, which is insufficient compared to the actual number of registered vehicles.

In addition, the city will promote measures to improve construction quality management to reduce the occurrence of defects. The number of quality inspections for apartment complexes will be increased from two to three times per complex, and external experts will be involved in supervising inspections to enhance professionalism and fairness.

In particular, for sites where defects are repeatedly found, the city plans to actively impose penalty points on both supervisors and contractors in accordance with relevant laws.

Furthermore, the city will strengthen its review of whether appropriate construction periods are reflected when approving project plans and will establish criteria for such assessments.

Chae Gihyung, head of the apartment housing division, said, "Apartment complexes are the foundation of citizens' lives, and we expect these institutional improvements to lead to tangible alleviation of parking shortages and improvements in construction quality. We will continue to supplement and develop these measures to create a residential environment that citizens can truly feel improved."
