A Total of 16 Detailed Measures to Be Implemented

Dobong-gu in Seoul (District Mayor Oh Unseok) has established the "2025 Dobong-gu Comprehensive Summer Countermeasure Plan" and will implement detailed measures from May 15 to October 15, 2025.
According to the Korea Meteorological Administration, temperatures this summer are expected to be higher than average, with hot weather anticipated. In addition, heavy rainfall is forecast due to low pressure systems and atmospheric instability.
During the implementation period, the district plans to focus its administrative resources to ensure that residents do not suffer damage from heat waves or heavy rains.
This comprehensive summer countermeasure plan consists of four main areas: heat waves, flood control, safety, and health, with a total of 16 detailed measures.
First, for heat wave countermeasures, a special task force for heat wave management will be formed and operated. When a heat wave advisory is issued, a comprehensive support situation room for heat waves will operate 24 hours a day to respond to various situations in real time.
For residents vulnerable to extreme heat, 158 cooling centers will be operated in locations such as senior centers and community centers. In particular, for elderly people living alone, the frail, and homeless individuals, dedicated personnel will be assigned to conduct wellness checks and provide home health management.
To protect residents from natural disasters such as typhoons and floods, a Disaster and Safety Countermeasure Headquarters for storm and flood damage will be activated. The headquarters consists of 13 teams, including a situation control team, facility restoration team, and rescue and emergency team. Staff assigned to the headquarters will work in shifts according to weather advisories.
Households vulnerable to flooding will be subject to intensive management. The district will assign one care official and four support partners (such as local leaders and nearby residents) per household for management.
To prevent damages such as sewage backup in households at risk of flooding, a total of 698 rainwater inlet managers will be designated and operated across 14 neighborhoods during heavy rainfall.
To prevent damage from river flooding, a river patrol team of 104 members will be organized to inspect facilities along four rivers in the district, including Jungnangcheon, covering a total length of 18.12 kilometers.
Emergency measures have also been prepared. For households affected by storm and flood damage, 95 sets of disaster relief supplies, including emergency relief and cooking kits, have been stockpiled. If necessary, 33 temporary shelters for displaced residents will be operated.
To prevent safety accidents caused by strong winds, outdoor advertisements will be a focus of inspections. The inspection targets include rooftop signs, banner stands, and balloon advertisements (air lights).
Inspections will also be conducted at multi-use facilities such as performance halls, cultural assets, and parks, which are frequented by large numbers of people, as well as at welfare and childcare facilities visited by vulnerable groups. These inspections will focus not only on overall safety management but also on the availability and management status of flood control materials.
Measures to address infectious diseases and food poisoning, which are more likely to occur in summer, will also be implemented. For this purpose, the district health center will form and operate a disease control task force and a food poisoning epidemiological investigation team.
In particular, joint public-private inspections will be conducted at facilities with a high risk of group food poisoning, such as local schools, kindergartens, and daycare centers, to check hygiene management at each stage of food ingredient supply, distribution, purchase, and storage. In addition, food poisoning prevention consulting will be provided to 28 general restaurants.
Oh Unseok, Mayor of Dobong-gu, stated, "Safety can never be overemphasized. We will do our utmost to implement relevant measures so that all residents can remain safe from disasters and calamities this coming summer."
