Changwon Special City Housing Policy Division Promotes Integrity Training for a 'Culture of Integrity in Public Service'

The Housing Policy Division of Changwon Special City, South Gyeongsang Province, is institutionalizing regular integrity training for its staff and promoting an integrity practice campaign to enhance the integrity and transparency of the public sector.

This integrity training was initiated in response to the growing demand for integrity in public institutions, with the aim of building public trust by encouraging civil servants to practice administration based on laws and principles.


Shin Sunggi, head of the Housing Policy Division, stressed, "Every public servant should approach their duties with the mindset that 'integrity starts with me.' This is what leads to citizens' trust," adding, "Integrity is not a choice, but a fundamental duty that every public servant must uphold."


This training program includes: ▲Education on principles of law-based administration, emphasizing the importance of adhering to legal grounds and procedures when handling civil petitions and making administrative decisions; ▲Case-based response training for improper orders, providing manuals for responding to situations where improper instructions may occur; ▲Education on manners and communication when dealing with citizens, aimed at strengthening proactive administrative attitudes to build trust with the public; ▲Operation of a voluntary integrity commitment and feedback program, including the establishment and sharing of individual integrity action plans by staff members.


In particular, the Housing Policy Division is also fostering a culture of mutual cooperation with citizens by posting integrity administration notices in its office for civil petitioners.


Meanwhile, starting with this integrity training, the Housing Policy Division plans to implement various follow-up measures, including regular in-house training and the establishment of an internal integrity monitoring system. The division also aims to contribute to improving the overall integrity of city administration by working in conjunction with all other departments.
