Integrity Pledge and Active Implementation of Integrity in Public Service
Guro District, which has received the highest grade (Grade 1) in the Comprehensive Integrity Assessment of Public Institutions conducted by the Anti-Corruption and Civil Rights Commission for three consecutive years from 2022 to 2024, is strengthening its integrity initiatives.
The Guro District Office (headed by Mayor Jang Inhong) announced that it will fully implement the "2025 Integrity Promotion Council" to improve areas vulnerable to corruption throughout the organization and to raise its overall level of integrity.
The Integrity Promotion Council is chaired by the district mayor, with the deputy mayor, bureau chiefs, and department heads serving as council members, leading efforts to prevent corruption and spread a culture of integrity.
This year, the council will operate three times from May to September, and will be linked to a working-level council presided over by the deputy mayor and attended by relevant team leaders, in order to devise practical improvement measures.
Key agenda items include: ▲ response strategies for the Anti-Corruption and Civil Rights Commission's Comprehensive Integrity Assessment of Public Institutions ▲ sharing the results of implementing 2024 improvement measures and the 2025 anti-corruption competency survey ▲ departmental reviews of employee suggestions and recommendations for institutional improvements from the commission.
The district plans to use the council to check the implementation status of integrity tasks by department, select key areas for improvement, and expand these efforts across all departments.
In addition, the district will share council operations and improvement tasks with all employees and accelerate the creation of an integrity culture that residents can experience firsthand.
Previously, at the employee ordinance and inauguration ceremony held on April 3, Mayor Jang Inhong emphasized his commitment to "making integrity the fundamental value of all administration." At the regular meeting of the Integrity Promotion Council held on May 1, the head of the institution pledged to lead by example in realizing an honest public service sector by reading and committing to an anti-corruption and integrity pledge.
Jang Inhong, Mayor of Guro District, stated, "Integrity in administration is the foundation of a trustworthy district government," and added, "I will work with all staff to create an organizational culture of integrity."
