The agreement was promoted to establish a joint action framework for responding to the climate crisis and transitioning to a carbon-neutral society, as well as to raise awareness of carbon neutrality throughout the local community and spread a culture of active participation.

Under the agreement, the two organizations agreed to cooperate on spreading and practicing a culture of carbon neutrality, implementing the Noltan Belt Project, and strengthening public-private partnership governance systems.

Park Seungwon, Mayor of Gwangmyeong, said, "I hope this agreement will serve as an opportunity for a culture of active participation and cooperation between citizens and private organizations to take root, paving the way for Gwangmyeong to become a truly carbon-neutral city."

Hong Seokwoo, Executive Director of Citizen Action Noltan, also stated, "We will spread a culture of learning and practicing carbon neutrality in citizens' daily lives," adding, "We will carry out various activities for carbon neutrality in cooperation with the city."

To expand citizen participation in carbon neutrality activities, the city is promoting projects such as the "1.5°C Climate Volunteer Carbon Neutrality Practice Monitoring," "Climate Volunteer Carbon Neutrality Points," "Citizen Education for Youth and Adults," and "Fostering Climate Clubs."
