The Gyeonggi Provincial Residents' Rights Committee has proposed that Gyeonggi Province enact an ordinance to support victims of sudden unintended acceleration incidents involving automobiles.
The Gyeonggi Provincial Residents' Rights Committee announced on the 28th that it held the "4th Meeting of 2025" on the 17th and formally suggested the enactment of the "Gyeonggi Province Ordinance on the Prevention and Support of Sudden Unintended Acceleration Accidents" to protect residents' lives and property.
The committee explained that accidents suspected to be caused by sudden unintended acceleration continue to occur, but it is technically difficult to determine the cause, and victims face significant challenges in proving their cases. As a result, there is a high likelihood that victims will suffer both economic and psychological hardships even after such incidents.
Accordingly, the committee requested that the ordinance include provisions for fact-finding investigations, preventive education, psychological and legal counseling, and the establishment of an expert committee, in order to create a support system for residents who experience suspected sudden unintended acceleration accidents.
Unlike Gyeonggi Province, which currently does not have a related ordinance, other metropolitan governments such as Seoul, Ulsan, Gangwon, Chungcheongnam-do, and Chungcheongbuk-do have already implemented similar ordinances.
The committee emphasized through this resolution that "the proposed support measures fall within the scope of local government responsibilities as part of resident welfare, and considering the cases of other metropolitan governments, there is clear justification for enacting such an ordinance." The committee once again urged the establishment of a support system for victims of suspected sudden unintended acceleration incidents.
Jang Jinsu, Chairperson of the Gyeonggi Provincial Residents' Rights Committee, stated, "Even if the cause of an accident cannot be determined, the administrative responsibility to protect residents still exists," and added, "It is necessary to establish a system that enables Gyeonggi Province to take proactive measures at the stage when sudden unintended acceleration is only suspected. We will continue to identify and pursue effective institutional improvements to enhance the safety and rights of our residents."
