The Seoul Metropolitan Government is now accepting applications for the first round of tenants for the "Jeonse Deposit Support Long-term Safe Housing" program, which provides interest-free loans of up to 60 million won for jeonse or monthly rent deposits to those without homes. Starting this year, newlyweds eligible for the Mirinae Jip program will also be recruited as tenants.
On the 27th, the Seoul Metropolitan Government announced that it will supply a total of 4,000 units in the first round of the Jeonse Deposit Support Long-term Safe Housing program: 3,600 units for the general supply, 200 units as a special supply for newlyweds, and 200 units as a special supply for multi-generational households.
Long-term Safe Housing: 30% of Deposit Supported Interest-Free for 10 Years
The Jeonse Deposit Support Long-term Safe Housing program is a public rental housing system in which the city provides interest-free support for up to 30% of the deposit (up to 60 million won) for up to 10 years for privately rented homes (with a deposit of 490 million won or less) found by citizens themselves. Instead of supplying physical housing, the city supports the deposit for the homes selected by citizens. If the deposit is 150 million won or less, up to 50% of the deposit (maximum 45 million won) is supported.
Eligible housing types include single-family and multi-family houses, mixed-use buildings, multiplex and row houses, apartments, and residential officetels, as recorded in the building register. The tenant recruitment notice will be posted on the SH Corporation website starting on the 28th. Applications will be accepted online from May 12 to May 14.
The announcement of selected tenants is scheduled for July 31. After a rights analysis review, successful applicants can sign contracts for one year until July 30, 2026.
200 Special Supply Units for Newlyweds, Opportunity to Move to Mirinae Jip Upon Childbirth
This year, the special supply for newlyweds will be linked to the Mirinae Jip program. Including the 200 units supplied in this round, a total of 500 Mirinae Jip-linked Long-term Safe Housing units will be supplied this year.
Mirinae Jip aims to supply 3,500 units this year. Notably, starting this year, the supply types will be diversified beyond apartments to include non-apartment Mirinae Jip units (such as multiplex houses, row houses, officetels, and hanok), as well as deposit-supported Mirinae Jip units.
Tenants of Mirinae Jip-linked Long-term Safe Housing will be eligible not only for interest-free deposit support but also for the opportunity to apply to move to "Mirinae Jip (Long-term Jeonse II)" if they give birth to a child (including unborn children) and reside for 10 years.
Upon moving to Mirinae Jip, tenants can reside for up to 10 years, and only their homeownership status will be reviewed; income and asset criteria will not apply. If a household has two or more children, they will be granted priority purchase rights.

Income and size criteria for newlywed dual-income households have also been revised. Separate income criteria have been established for dual-income newlyweds who were previously ineligible under the single-income standard, and for households with children, income and asset reviews will be waived at contract renewal, easing the childcare burden and supporting stable residency.
For the special supply for newlyweds, a separate income standard for dual-income households has been introduced. For single-income households, the monthly average income must be 120% or less of the previous year's urban worker household average by household size, and for dual-income households, it has been relaxed to 180% or less.
The size standard for eligible homes under the Long-term Safe Housing program has been unified from the previous "up to 60㎡ for single-person households, up to 85㎡ for households of two or more" to "up to 85㎡ regardless of household size."
Eligible tenants can apply for Mirinae Jip while residing in Long-term Safe Housing. If they meet the conditions for the Korea Housing and Urban Guarantee Corporation (HUG) Bogeummark Loan, they can receive additional loans for their share of the jeonse or monthly rent deposit.
Starting with the supply of Mirinae Jip-linked Long-term Safe Housing, the city also plans to expand the supply of non-apartment Mirinae Jip units, such as multiplex houses, row houses, and hanok, from July. The city also plans to recruit tenants for the Jeonse Deposit Support Long-term Safe Housing program in August and December.
Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "The Long-term Safe Housing program has been steadily implemented over the past decade to ease the housing cost burden for citizens without homes," adding, "We will continue to develop it as a trusted housing ladder policy for citizens, including linking it with Mirinae Jip."
