Seocho District Council Legislative Research Group "Seocho Happiness Legislative Improvement Research Association" Launched

The Seocho District Council's legislative research group, "Seocho Happiness Legislative Improvement Research Association" (led by Councilor Yoo Jiwoong), held its inaugural ceremony and project kickoff briefing on April 24, officially launching its research activities.


The research group consists of eight council members: Yoo Jiwoong (representative), Lee Eunkyung (secretary), Oh Jihwan, Kim Sungjoo, Kang Yujeong, Kim Jihoon, Shin Jungtae, and Ha Seoyoung. The group plans to operate for approximately nine months, until the end of this year.


The aim of this research is to enhance the legal consistency of Seocho District ordinances through systematic legislative improvement and to create a resident-centered legislative environment. The group plans to comprehensively review and improve ordinances by addressing difficult terminology, inconsistencies with higher-level laws, and the revision or removal of ineffective or obsolete ordinances.


The group analyzed that some ordinances have not been revised for over ten years, or have lost effectiveness because they do not reflect amendments to higher-level laws. Accordingly, the group intends to pursue ordinance revisions that are legally valid, administratively feasible, and resident-friendly.


After the inauguration, Hwang Jongseok, director of The Better Future Research Institute, which is conducting the research project, presented an overall explanation and implementation plan. The plan prioritizes the improvement of ordinances urgently in need of updating and includes a comprehensive review and status analysis of ordinances, identification of ordinances that violate higher-level laws or lack effectiveness, revision of obsolete ordinances, comparative analysis with other local governments, and the development of improvement proposals and policy recommendations.


The group will deepen its research through expert consultations, council member meetings, and workshops, alongside the comprehensive review of ordinances. The results of this research will be reflected in future revisions or new enactments of related ordinances.


Chair Ko Sunjae stated in a congratulatory address, "Revising ordinances in line with the changing times reduces inconvenience for residents and enhances policy trust," adding, "We will become a council trusted by the public through policy and legislative improvements that provide practical benefits to residents' lives."


Yoo Jiwoong, the representative, said, "Autonomous regulations are an important legal foundation directly connected to residents' lives. Through this research activity, we will raise the quality of Seocho District's autonomous legislation and contribute to the practical protection of residents' rights and interests."
