This signing campaign was launched to raise concerns about the delay in the review process and to request a swift ruling regarding the constitutional appeal for improving water source regulations, which was jointly filed by Namyangju-si and representatives of residents from Joan-myeon with the Constitutional Court in October 2020.

Beginning with the "No. 1 signature" by Mayor Joo Gwangdeok, the campaign saw voluntary participation from public officials in all departments over a period of 10 days. As a result, 2,265 out of approximately 2,500 public officials participated, recording a high participation rate of over 90%.

Mayor Joo Gwangdeok emphasized, "The fact that more than 90% of Namyangju-si's public officials participated in the signing campaign reflects a strong awareness of the issues caused by the unreasonable water source protection zone regulations, which have forced Joan-myeon residents to endure unilateral sacrifices for the past 50 years. This demonstrates the officials' determination that it is now time to transition to fair and reasonable policies that are appropriate for the current era."

Namyangju-si plans to officially submit the petition, with the attached signatures, to the Constitutional Court within April, and has stated its firm stance in strongly urging a prompt review of the constitutional appeal.
