Redevelopment and Moa Town Projects to Improve Aged Low-Rise Residential Areas in the Eastern District

Jungang Steel Market Redevelopment Project Lays the Foundation for a New Southwestern Gateway City
Geumcheon-gu (Mayor Yoo Seonghun) is accelerating large-scale development projects aimed at resolving regional development imbalances.
According to the district, the total area currently undergoing redevelopment, reconstruction, and Moa Town projects amounts to 870,000 square meters, with approximately 19,000 housing units scheduled to be supplied. This figure accounts for 20% of Geumcheon-gu's total population (about 230,000 people), signifying the full-scale development of a "mini new town" residential area within a single administrative district.
The district is especially focusing on revitalizing the relatively underdeveloped eastern area by actively promoting key projects such as redevelopment and Moa Town initiatives, the Sindoksan Station and Siheung Sageori Station station area activation projects, and the Jungang Steel Market redevelopment project.
Expansion of Redevelopment Based on Rapid Integrated Planning... Large-Scale Projects in Siheung and Doksan Areas
Redevelopment projects are being carried out in Siheung 1-dong, Siheung 4-dong, and Doksan 2-dong, centered on rapid integrated planning. Siheung 1 District and Doksan Siheung District were designated as maintenance zones in July 2024 and January 2025, respectively, with subsequent procedures such as association establishment underway. In addition, full-scale redevelopment covering about 425,000 square meters is progressing in five areas, including Doksan-dong 1036, 1072, and Siheung 4-dong 4.
In particular, the area around Siheung 1-dong 871 is planned to be developed into a large-scale apartment complex with up to 45 floors (2,072 units), and community amenities such as a children's park, social welfare facilities, and sports facilities will also be established.
The area around Doksan-dong 1036 and 1072, selected as the third candidate site for rapid integrated planning in January 2024, is currently being prepared under a unified master plan that connects the two sites. The goal is to initiate the maintenance plan by December this year, with more than 4,000 housing units expected to be built.
Expansion of Moa Town... Active Maintenance of Low-Rise Residential Areas
The Moa Town project is underway in six locations, mainly in Siheung-dong, covering approximately 424,000 square meters. Currently, five areas, including Siheung 1-dong 1005 and Siheung 4-dong 817, have been designated as Moa Town management zones. In December last year, a resident proposal for Moa Town was submitted for the Siheung 3-dong 972 area, and it is expected to be designated as a Moa Town management zone upon approval of the management plan in the future.
In addition, small-scale reconstruction projects such as Daedo Yeonrip in Siheung-dong 983-13, and street housing maintenance projects such as Yurim Villa in Siheung-dong 920 and Siheung-dong 973-4, are also being actively promoted outside the Moa Town program.
Acceleration of Station Area Development for Shinansan Line... Transforming into a "Compact City for Proximity of Work and Residence"
With the opening of the Shinansan Line approaching, the areas around Sindoksan Station and Siheung Sageori Station are seeing the full-scale launch of station area activation projects. The goal is to create a "compact city" that integrates residential, commercial, and business functions for proximity between work and home.
For the Sindoksan Station area, Doksan-dong 1030-1 and an additional parcel are being upgraded to a general commercial zone, with a mixed-use development of up to 41 floors above ground underway. A central plaza will be created, and a youth cultural center will be established as a public contribution facility. Construction is scheduled to begin in the first half of 2025, with completion targeted for 2028.
For the Siheung Sageori Station area, Siheung-dong 903-4 and three additional parcels are being upgraded to a neighborhood commercial zone and will be developed up to 29 floors above ground. The area will feature a forest garden, a children's traffic safety experience center, and other youth-focused public facilities. Upon completion in 2029, it is expected to contribute to the expansion of local, customized living infrastructure.
Redevelopment of 40,000 Square Meter Jungang Steel Market... Emergence as a New Southwestern Gateway City
The Jungang Steel Market, which has operated for about 40 years, is located in Siheung-dong 966-2 and its vicinity. Due to aging buildings and persistent noise and dust, the need to improve the residential environment has been continuously raised.
In response, the district is actively promoting the Jungang Steel Market redevelopment project. The 40,000-square-meter site will be transformed into a complex cultural space that combines residential, retail, and community amenities. Shedding its outdated image, the former steel market will become a future-oriented specialized space offering diverse experiences and relaxation. The district is currently coordinating with the Seoul Metropolitan Government, aiming for project plan approval within 2025 and completion of development by 2030.
Yoo Seonghun, Mayor of Geumcheon-gu, stated, "Resolving regional imbalances is a core task for Geumcheon's sustainable future. Through maintenance projects and station area development, we will dramatically improve the residential environment in the eastern area and create Geumcheon as a desirable city where everyone wants to live."
