Southwestern Seoul Opens Path for Construction of Multi-Purpose Cultural Facility 'Seoseoul Culture Plaza'

Easing of Regulations on Type 1 and 2 Neighborhood Living Facilities
Expectations for a Cultural Complex Combining a Kids' Cafe and More

The path has been cleared for the construction of 'Seoseoul Culture Plaza,' a multi-purpose cultural facility, in the southwestern region of Seoul. With the easing of regulations on neighborhood living facilities, it is now expected that a complex cultural facility combining a library, a kids' cafe, and sports facilities will be established.


On April 24, Seoul City announced that it had held the 2nd Subcommittee of the Urban and Architectural Joint Committee on April 23 and approved the original draft of the 'Seoul Balsan District Unit Plan Decision (Amendment)'.

The site in question, 743 Naebalsan-dong, is a vacant lot located within the district unit planning area of the Seoul Balsan District. Previously, after the completion of a housing site development project in 2010, it was designated as a site for cultural and sports facilities.


Initially, the district unit plan for this area focused on the construction of the Seoul City Library. However, as local residents expressed a desire to convert it into a multi-purpose cultural facility, a consensus emerged on the need to change the plan. Currently, only table tennis halls and sports studios, classified as 'Mamok' under Type 1 neighborhood living facilities, are permitted, while bookstores, cultural and assembly facilities, libraries, and sports facilities, classified as 'Ramok' under Type 2 neighborhood living facilities, are allowed in this area.


In response to community demands, the city began the process of amending the district unit plan earlier this year to create Seoseoul Culture Plaza, which will combine a kids' cafe, library, and other amenities. Through this amendment, regulations on Type 1 and Type 2 neighborhood living facilities within the site for cultural and sports facilities have been significantly eased.


The city plans to expand the permitted uses of Type 1 and Type 2 neighborhood living facilities to encompass all neighborhood living facilities, thereby enhancing convenience for residents using Seoseoul Culture Plaza.


Cho Namjun, Director of the Urban Space Headquarters at Seoul City, stated, "Seoseoul Culture Plaza will serve as a central hub for public library services in the southwestern region," and added, "We hope that the amendment to the district unit plan will serve as a foundation for the smooth construction of Seoseoul Culture Plaza."
