The nine-month journey of the '2025 Policy Evaluation Expo,' where citizens directly select and evaluate Gwangju City's outstanding policies, has begun.
On April 23, Gwangju City announced that it will conduct the first step of this year's Policy Evaluation Expo, the 'Star Candidate Policy Selection Online Survey,' from April 24 to 30. The survey will be conducted for both citizens and public officials via the Gwangju ON citizen communication platform or the institution's administrative portal.
Prior to this, by April 11, the city received submissions from each department for a total of 65 major policies across five key areas: 12 for Convenient City (transportation and safety), 16 for Fun City (tourism, culture, and sports), 13 for Caring City (welfare and care), 13 for Vibrant City (industry and economy), and 11 for Sustainable City (environment, education, and youth).
Survey participants can select two policies from each of the five areas, for a total of 10 policies they expect the most from this year among the 65 submitted. Based on the results of this online survey, the city plans to select about 30 'Star Candidate Policies,' with 6 to 7 from each area.
On May 24, Citizen's Day, those responsible for the candidate policies will directly explain and promote their policies to citizens in an on-site evaluation. In the second half of the year, evaluations will also be conducted by local community leaders, such as heads of neighborhood associations and members of residents' councils.
In December, the city will hold the '2025 Star Policy Competition Shining Gwangju,' where the 'Top 10 Policies of the Year' will be selected. The key change in this year's Policy Evaluation Expo is the expansion of citizen participation and the inclusion of public institutions as evaluation targets.
Until last year, the Star Policy Citizen Evaluation Group was formed through recommendations from departments and autonomous districts. This year, however, the recruitment has been expanded through an open call for citizens, allowing people of various ages to participate. The city also plans to encourage participation in the evaluation by increasing citizens' interest and understanding of policies through copyright (copylight) online events and the production of promotional videos during the on-site evaluation and the Star Policy Competition.
Lee Byungcheol, Director of Planning and Coordination, said, "The process of citizens directly participating in evaluating and selecting policies will make Gwangju's policies shine even brighter," and added, "We look forward to the active participation and interest of many citizens so that we can create a 'Gwangju Where Tomorrow Shines (☆)' through the Policy Evaluation Expo."
