Kim Moonsoo, former Minister of Employment and Labor and a presidential primary candidate for the People Power Party, pledged on the 19th to provide incentives such as corporate tax reductions to companies that hire new employees through open recruitment.
At a policy announcement press conference held at his campaign office in Yeouido on this day, former Minister Kim said, "I will encourage group open recruitment for new employees, as large conglomerates did in the past, to provide the jobs most desired by young people." The pledge also includes awarding additional points in government project bidding and giving preferential treatment in ESG (Environmental, Social, and Governance) evaluations as part of the "Policy to Encourage Open Recruitment for New Employees at the Top 30 Conglomerates."
Former Minister Kim also announced plans to expand the scope of tax credits for human resources development related to training programs for open recruitment experts. Currently, lecture fees and textbook costs are eligible for deductions, but he plans to expand this to include facility expenses and other costs.

He emphasized, "The open recruitment system was once the gateway for new hires at major conglomerates, but now, except for Samsung, many large companies have abolished the system. The open recruitment system will accelerate the timing of employment for university graduates and enhance the fairness and predictability of hiring."
He added, "After talking with young people, I learned that large companies currently focus on hiring experienced workers, and even for entry-level positions, they prefer 'experienced newcomers.' Through the policy to encourage open recruitment for new employees at the top 30 conglomerates, I will restore the ladder of opportunity for young people."
