"Token Supplementary Budget Cannot Overcome Crisis... Regional Gift Certificates as a Solution"
The Democratic Party of Korea has called on Acting President and Prime Minister Han Ducksoo, who is rumored to be considering a presidential run, to "focus on addressing the collapsing livelihoods and economy instead of contemplating a presidential bid."
On April 18, Roh Jongmyon, the Democratic Party’s chief spokesperson for the National Assembly, said in a written briefing, "Do not be under the illusion that a 'token supplementary budget' will get us through this crisis." He emphasized, "If the government continues to shirk its responsibilities, not just 66% of the people, but 100% will turn their backs."
Roh cited worsening economic indicators and pointed out, "In this situation, what the government must do is safeguard people's livelihoods and overcome the economic crisis. However, Acting President Han is talking about tariff negotiations and acting as if he were already the president."
He stated, "To stabilize the economy and revive domestic demand, a bold budget to stimulate consumption is absolutely necessary. A token supplementary budget of 12 trillion won is nowhere near enough." He added, "The governor of the Bank of Korea, who initially called for a supplementary budget of about 20 trillion won and expected it to boost economic growth by 0.2 percentage points, has now said that a 12 trillion won supplementary budget would only raise growth by about 0.1 percentage points."
He continued, "Regional gift certificates operated by most local governments are the most effective solution for people's livelihoods in terms of investment returns. The scale of local currency issuance should be greatly expanded through the supplementary budget, ensuring that money directly circulates in neighborhood businesses and traditional markets."
In conclusion, Roh stated, "We will take the lead in preparing an effective supplementary budget that truly protects people's lives," and added, "We will do everything we can to open a breakthrough for economic recovery."
