Administrative Services Expected to Improve Through Active Administration

Gangseo-gu, Seoul (Mayor Jin Gyo-hoon) will operate the 'Active Administration Mileage System' starting this year to create a proactive work atmosphere among public officials.


This system was established to foster a proactive organizational culture by providing rewards when public officials practice active administration during their work processes. While previous active administration encouragement measures focused on major achievements such as selecting outstanding cases or exemplary public officials, this mileage system is characterized by offering rewards even for small practices and achievements during the work process.

The mileage system targets public officials at grade 6 and below, and mileage points are awarded based on their active administrative activities. Accumulated mileage can be redeemed for rewards such as gift certificates upon application.


The criteria for accumulating mileage include ▲submission and adoption of proactive ideas ▲preparation of work improvement plans, legal amendment proposals, etc. ▲resolving residents' inconveniences and contributing to public interest ▲collaboration with related departments and agencies ▲budget savings, among others.


As rewards, gift certificates worth from 10,000 KRW up to a maximum of 100,000 KRW are provided according to the accumulated points. To ensure efficient operation of the mileage system, the district plans to apply measures such as mileage expiration and mileage accumulation caps to prevent mileage from concentrating on specific individuals or departments.


Mayor Jin Gyo-hoon said, "Rewarding employees based on their achievements and efforts is the most effective way to promote active administration," adding, "We hope that active administration becomes routine through an organizational culture that encourages even small efforts." He also stated, "Ultimately, this will lead to improved administrative services for the residents."


Meanwhile, the district is emphasizing active administration centered on achievements and efforts by significantly changing the performance evaluation method this year to clarify the performance of departments and individuals and promote practical performance evaluations that enhance residents' perception.
