Representative Proposal of the "Early Childhood Education Act Amendment"
A bill has been proposed to make it mandatory for private kindergartens to notify parents before closing down.
Kim Moonsu, a lawmaker from the Democratic Party of Korea (representing Suncheon, Gwangyang, Gokseong, and Gurye in South Jeolla Province), announced on the 9th that he has submitted a revision to the Early Childhood Education Act. This bill requires prior notification to parents regarding the closure of private kindergartens and confirmation by the superintendent of education.
Under the current law, kindergartens are required to obtain approval from the superintendent of education for a closure application that includes plans for the transfer and support of children before shutting down. However, there is no obligation to notify parents in advance, making it difficult for them to prepare plans for their children’s transfer or other necessary arrangements.
The proposed amendment stipulates that parents must be notified in advance about the closure procedures and plans for their children's transfer. The superintendent of education would then confirm that parents have been informed before granting approval for closure, allowing parents to be aware of and respond to the closure in advance.
Kim emphasized, "Children’s right to education should not be compromised by late notification of closures," adding, "I hope this amendment will help minimize the damage caused by kindergarten closures."
