Park Hyungjoon, the Mayor of Busan, expressed his regret over the impeachment of the President and stated that everyone should recognize this as an emergency situation, urging a collective focus on stabilizing the economy and public welfare for national stability.
He also mentioned preparations for an early presidential election.
On the afternoon of the 4th, Mayor Park convened an emergency meeting of senior officials, asking them to do their utmost to minimize the anticipated confusion and stabilize public welfare.
The meeting, presided over by Mayor Park, was held in the video conference room at City Hall, with about 30 Busan city executives in attendance.
During the meeting, they discussed measures to minimize social unrest amid domestic and international uncertainties, including: ▲citizen safety and social integration strategies ▲stabilization of public welfare and the local economy ▲transition of the local public welfare emergency response team to emergency mode ▲preparation for early presidential elections ▲uninterrupted progress on city policy issues ▲establishment of public service discipline.
As concerns over national division intensify and the possibility of large-scale protests increases, plans were discussed to strengthen the cooperation system between the public, private sector, and police, maintain emergency response systems such as safety and security inspections, actively spread messages of social integration, and alleviate public anxiety.
In response to increasing domestic and international uncertainties such as the US imposing reciprocal tariffs, Busan City will immediately activate the 'Economic Crisis Response Headquarters' and implement practical measures to support the public economy, such as expanding financial support, providing tailored assistance to industries in crisis, and freezing public utility rates.
They also agreed to fully mobilize the existing welfare system to strengthen protection for vulnerable groups such as crisis-affected households, low-income families, the elderly, and people with disabilities.
Previously, the 'Local Public Welfare Emergency Response Team,' headed by Vice Mayor for Administrative Affairs Lee Joonseung, was formed to establish a cooperation system with front-line and related agencies for community stability.
Busan City will operate this as an emergency system, supporting citizens' lives stably through responses in administration, economy, public welfare, and safety until the situation is resolved.
With the decision for an early presidential election, Busan City will immediately activate its election administration system in cooperation with the National Election Commission, strengthen collaboration with districts and counties, conduct education for public officials on election neutrality, and ensure compliance with the Public Official Election Act as part of its administrative response.
Additionally, to prevent any setbacks in ongoing city projects and securing next year's national funding due to a possible government vacuum, the city will continuously monitor key issues and maintain communication with the central government and the National Assembly.
For urgent issues such as the passage of the Special Act on Global Hub Cities and the relocation of Korea Development Bank, the city plans to strengthen public-private cooperation to ensure smooth progress.
To prevent any misconduct such as lax discipline or violations of political neutrality among public officials during this period of social unrest, Busan City will strengthen supervision and maintain an emergency duty system to avoid any administrative gaps.
Mayor Park Hyungjoon stated, "It is regrettable that we are once again facing the grave situation of a presidential impeachment in our constitutional history. However, even amid the crisis of a national leadership vacuum, it is necessary to fully mobilize the city's accumulated capabilities to stabilize public welfare and maximize management capacity to ensure that strategically pursued initiatives continue without disruption."
Mayor Park emphasized, "All public officials must fulfill their roles with a stronger sense of duty than ever before, so that citizens can live their daily lives with peace of mind."
He added, "Until national affairs are stabilized, we must do our utmost to support and devise measures so that the economy and public welfare do not deteriorate further. As we inevitably face a presidential election, we should ensure that Busan's key issues are reflected in election pledges in connection with regional strategic projects, and use all available means to minimize the impact on the local community and protect the economy and public welfare."
