Utilizing Private Idle Land as Parking Lots
Property Tax Exemption for Landowners and Expansion of Resident Parking Spaces
The city of Guri, Gyeonggi Province (Mayor Baek Kyung-hyun) announced on the 2nd that it has secured sites for Our Neighborhood Gap Parking Lot No. 1 and No. 2 to alleviate parking difficulties in residential areas, and signed free lease contracts with the respective landowners to officially commence the project.
This project involves exempting property tax for landowners who own single-family residential land with idle lots where building a house is currently difficult for various reasons. In return, the city converts these lots into parking lots and opens them to neighborhood residents. This was confirmed as a special city policy last year, and a development plan was established.
Since then, the city searched for idle lots in Galmae-dong and, through continuous persuasion and consultation with landowners, was able to establish Gap Parking Lots No. 1 and No. 2.
The project sites are located at 538-9 Galmae-dong (248.1㎡) and 563-4 Galmae-dong (241㎡), with 7 parking spaces each, totaling 14 spaces. Construction will begin this month, and the lots are planned to operate as paid resident-priority parking lots for nearby residents around June.
Additionally, the landowners will provide the land to the city free of charge for over one year and will be exempt from property tax according to Article 109 of the Local Tax Act.
Through this, the city expects to secure parking spaces in a relatively short time instead of the lengthy process of building parking lots, and by cleaning up idle lots that have been neglected with overgrown weeds and various types of household waste dumping, it anticipates a positive effect on urban aesthetics.
Meanwhile, to resolve parking difficulties in Galmae-dong, the approximately 53-space public parking lot being constructed by covering the Galmae 2 detention pond near the Galmae D1 Block cafe street is currently in the detailed design phase and is scheduled for completion in the first half of next year. The city also plans to secure about 60 parking spaces by proceeding with administrative procedures for the buffer green space near D2 Block.
Mayor Baek Kyung-hyun of Guri said, “I thank the landowners who actively participated in the Gap Parking Lot project to alleviate parking difficulties in residential areas.” He added, “We will explore various measures to secure 10,000 parking spaces and create a better parking environment for citizens.”
Starting with the establishment of Gap Parking Lots No. 1 and No. 2 in Galmae-dong, Guri City plans to continuously expand insufficient parking spaces by utilizing private idle lands such as leftover plots and vacant lots in residential areas through securing target sites in each neighborhood.
