Busan Launches Command Center for 'Busan Local Era,' the Four Major Special Zone Project

First Meeting of Task Force to Develop Policy Linkage Strategies on the 28th
Establishing a System for Job Creation, Talent Development, and Living Conditions

The project name proposed by Busan City is the "Jibang Sidae Project." A dedicated task force (TF), which will serve as the command center leading this initiative, has been established.


Busan City (Mayor Park Hyungjun) announced on the 27th that it will hold a kick-off meeting for the "Jibang Sidae Project Coordination Task Force" on the 28th to develop strategic linkage plans for realizing the Jibang Sidae era.


The meeting will take place at 2 p.m. on the 28th in the main conference room of the Busan City Council, presided over by Lee Joonseung, Deputy Mayor for Administrative Affairs of Busan. All relevant organizations, including those related to the four major special zones, are expected to attend.


Last year, all four major special zones were designated in Busan, and the city is strengthening its leading role in the Jibang Sidae era based on this foundation. The newly launched "Jibang Sidae Project Coordination Task Force" will be headed by the Deputy Mayor for Administrative Affairs and will include key departments and related organizations centered on the four special zones. This TF has been established to proactively respond to the central government's Jibang Sidae policy direction.


During this meeting, participants will discuss ways to establish a virtuous cycle system for the Jibang Sidae era through the organic integration of job creation (corporate investment), talent development (education), and living conditions (infrastructure and culture). They will also seek practical strategies to enhance the effectiveness of policies that have been promoted so far.


The agenda includes ▲ the operational direction of the task force ▲ plans for preliminary basic research and policy research services ▲ the necessity and direction for establishing linkage plans for the four major special zones ▲ the current status of each Jibang Sidae project.


With support from the Central Jibang Sidae Committee, Busan City will conduct a preliminary basic survey by August and, together with the Busan Institute, will carry out the 2025 Jibang Sidae Policy Research Service to create policy synergy.


The preliminary basic survey will be conducted through a consortium of the city, the Busan Institute, and Busan Technopark, and based on the research results, the policy research service for the Jibang Sidae era will be further specified.


The Busan Institute was selected as the eligible negotiation partner for the Jibang Sidae Policy Research Service through a proposal evaluation held on the 26th, and will work with the TF to develop linkage plans.


As a leading city in the Jibang Sidae era, Busan has achieved significant results, such as hosting the "Jibang Sidae Proclamation Ceremony" and the designation of the four major special zones. With the launch of this dedicated task force, the city plans to further develop region-led policy proposals, finalize them through consultation with the Jibang Sidae Committee, and ultimately propose them to the central government.


After in-depth analysis and coordination at each stage, the final policy proposal is scheduled to be announced in October.


Lee Joonseung, Deputy Mayor for Administrative Affairs of Busan, emphasized, "Despite challenging circumstances at home and abroad, we will further strengthen cooperation and linkage centered on the task force to ensure that the policies for realizing the Jibang Sidae era continue without setbacks," adding, "We will actively promote various region-led policies that can bring tangible changes to Busan's future."
