Gyeonggi Province has launched a campaign to promote the mandatory electronic notification system for construction work ledgers targeting construction contractors.

According to the Framework Act on the Construction Industry, construction contractors must electronically prepare the construction work ledger on the Construction Industry Integrated Information Network within 30 days from the contract signing date or the date of any changes for projects with a contract amount of 100 million KRW or more, or subcontract amount of 40 million KRW or more, and notify the client accordingly.


If a construction contractor fails to notify the construction work ledger by the deadline, a fine ranging from a minimum of 1 million KRW to a maximum of 4 million KRW will be imposed depending on the number of violations. Over the past three years, there have been 2,256 violations of the construction work ledger notification system, with fines totaling 1.094 billion KRW.


The province explained that due to the continuous occurrence of administrative penalties caused by failure to notify the construction work ledger, it has decided to promote the system more actively.


For efficient promotion, Gyeonggi Province held meetings with related organizations (Korea Construction Association, Korea Specialty Contractors Association) and plans to produce and distribute informational brochures about the construction work ledger notification system in cooperation with the Gyeonggi branch of the Korea Construction Association.


By accessing the QR code on the distributed brochure, one can take educational courses on the construction work ledger notification system through the Gyeonggi Lifelong Learning Portal GSEEK (Knowledge), and check information on how to newly create and notify the electronic construction work ledger, ledger management methods, and administrative penalties.


Additionally, Gyeonggi Province will request the supervisory departments of municipal and county government construction projects to pre-check whether the construction work ledger has been notified, and if not, to ask supervisors and constructors to communicate the notification requirements to ensure that companies participating in government-funded projects do not omit notifying the construction work ledger.


A Gyeonggi Province official said, "We produced and distributed the brochure to help construction contractors understand the relevant regulations," adding, "We will actively promote compliance with related laws to reduce the fine burden on construction companies and increase adherence to the system."
