Old low-rise residential areas at the foot of Samsungsan in Sillim-dong, Gwanak-gu, Seoul, will be transformed into a residential complex with up to 28 floors and about 990 households.
On the 23rd, Seoul City announced that it had finalized the rapid integrated planning for the 'Sillim 6 District Housing Maintenance-type Redevelopment Project' in the 419 area of Sillim-dong, Gwanak-gu. Rapid integrated planning is a system where the city and the private sector jointly create a draft maintenance plan, which can accelerate the reconstruction process.
The target site is located at the foot of Samsungsan. It is adjacent to Sillim Elementary School and its affiliated kindergarten, and many redevelopment projects are being promoted in the surrounding areas, including the neighboring Sillim 5 District and the redevelopment promotion district, making it an area with high development potential.
With 74% of the area designated as Type 1 General Residential Zone, residents showed a strong will to promote redevelopment but experienced ups and downs, including failing to be selected in the public redevelopment contest. However, in March last year, it was selected as a candidate site for rapid integrated planning, gaining momentum for the project. Through plan adjustments and communication with residents via meetings and briefings, consensus was formed, and rapid integrated planning was finalized within seven months of initiation.
In particular, this rapid integrated planning proposal includes three planning principles: ▲establishing a rational land use plan ▲improving traffic and pedestrian systems linked with surrounding developments ▲and creating a harmonious landscape plan with neighboring areas.
First, by upgrading the zoning and applying a project feasibility correction factor, project viability was secured, and rational land use was promoted through site formation and complex planning utilizing the sloped terrain and elevation differences. Since development was limited under Type 1 and Type 2 General Residential Zones (up to 7 floors), the zoning was upgraded to Type 2 General Residential Zone. The application of the project feasibility correction factor also allowed for relaxation of the floor area ratio.
Additionally, it was designed to respond to future developments such as the adjacent Sillim 5 District, and to accommodate future traffic volumes, the northern Munseong-ro of the site will be improved by adding an additional lane, enhancing traffic and pedestrian systems.
Moreover, through the landscape plan, a skyline harmonizing with Samsungsan, Sillim 5 District, and surrounding areas was created, forming a view open toward Samsungsan.
With the confirmation of rapid integrated planning for Sillim 6 District, the city plans to support the project to be rapidly promoted with the goal of designating the maintenance district within the year.
There are a total of six rapid integrated planning target sites in the Sillim-dong area, and with the completion of planning for Sillim 6 District, four rapid integrated plans have been confirmed. Sillim 1 District has completed approval of the project implementation plan and is progressing smoothly, and it is expected that once all projects are completed, the area will be reborn as a large-scale emerging residential area.
Currently, out of 165 target sites, rapid integrated planning has been completed for 98 sites, and planning and follow-up procedures for residential environment maintenance and stable housing supply are underway.
Jo Nam-jun, Director of the Urban Space Headquarters of Seoul City, said, "We hope that Sillim 6 District, located at the foot of Samsungsan, will be reborn as a forest-adjacent residential complex in harmony with nature, equipped with a safe school commuting environment through this rapid integrated planning," adding, "We will actively support the designation of the maintenance district so that the project can proceed swiftly."
