"Government-wide Collaborative Administration to Be Strengthened"
On the 14th, the Ministry of Personnel Management announced that it has completed the appointment of personnel for 18 secondary strategic personnel exchange positions to promote key government-wide important tasks.
The Ministry of Personnel Management and the Office for Government Policy Coordination significantly expanded the scope of exchanges last year and completed the entire process from securing talent to placement for the additional 18 selected positions.
The secondary exchange positions include 14 manager-level positions such as the Director of Corporate Job Support Division at the Ministry of Employment and Labor, the Director of Human Resources Policy Division at the Ministry of SMEs and Startups, the Director of Corporate Environment Division at the Ministry of Economy and Finance, and the Director of Overseas Investment Division at the Ministry of Trade, Industry and Energy.
At the director-general level, exchanges were conducted for four positions including the Public Health Policy Officer at the Ministry of Health and Welfare and the Director of Medical Safety Prevention Bureau at the Korea Disease Control and Prevention Agency.
Accordingly, government-wide collaborative administration is expected to be strengthened across a total of 42 positions in 24 ministries.
The Ministry of Personnel Management and the Office for Government Policy Coordination will also operate support measures to enhance the effectiveness of exchanges, enabling the selection of excellent talents who can achieve collaborative administration based on communication and produce results.
To generate outcomes, the performance of collaborative task execution and achievements will be regularly evaluated, and exchanged personnel will be provided with differentiated personnel benefits such as preferential performance evaluations and additional allowances.
To maximize the capabilities of exchanged personnel, the 'accompanying exchange' system, where personnel of lower ranks under the exchanged personnel also participate in the exchange, will be actively promoted.
Yeon Won-jeong, Minister of Personnel Management, stated, "Strategic personnel exchange is establishing itself as an innovative personnel and performance tool that swiftly and efficiently resolves complex issues faced by the government. Through this, we will enhance the government's problem-solving capabilities and spare no effort to support the creation of tangible policy outcomes that the public can feel."
