Mayor Park Seungwon: "We Will Prepare Measures for Efficient Development"
Gwangmyeong City in Gyeonggi Province has begun in-depth discussions on detailed plans for the successful development of the Gwangmyeong-Siheung Public Housing District, the largest among the 3rd phase new towns in the Seoul metropolitan area, covering 12.71 million square meters.

On the 13th, Gwangmyeong City held the 'Gwangmyeong Future City Committee Advisory Meeting' at the city hall's main conference room, chaired by Mayor Park Seung-won. The committee was launched in December 2022 to foster the city into a self-sufficient premium city through the development of the Gwangmyeong-Siheung district. Chaired by Mayor Park, it consists of 17 experts in related fields such as urban planning, transportation, roads, water supply and sewage, environment, and smart cities.
The Gwangmyeong-Siheung district is a new town being developed over 12.714 million square meters spanning Gwangmyeong’s Gwangmyeong, Okgil, Noon-sa, and Gahak neighborhoods, as well as Siheung’s Gwarim, Mujinae, and Geumidong areas. A total of 67,000 housing units are planned. The Ministry of Land, Infrastructure and Transport and the project implementer, Korea Land and Housing Corporation (LH), plan to start land compensation this year, begin site development construction in 2027, and complete it by 2031.
At the meeting, the appropriateness of the district plan for the Gwangmyeong-Siheung district, approved on December 30 last year, was reviewed. In preparation for the first revision of the district plan, six major issues were discussed: public facilities, new town specialization, self-sufficiency, land use, roads and transportation, and environment.
Specifically, the discussion focused on securing sufficient public facilities within the new town and establishing a foundation for specialization to realize a 'global cultural capital' and a 'smart city.' Plans for park development utilizing the Mokgamcheon waterfront space and retention basins were also reviewed.
In particular, efficient utilization plans were examined for the four special planning zones planned along Mokgamcheon, which runs north-south through the center of the district, for high-density and complex development. The special planning zones are named Park Square, Urban Square, Community Square, and R&D Complex. The Ministry of Land, Infrastructure and Transport and LH plan to build ultra-high-rise landmark towers symbolizing the district in each zone.

The meeting also shared directions for establishing future transportation plans linked with metropolitan area express railways such as the GTX D line and the North-South railway, as well as eco-friendly future city creation measures including carbon reduction strategies.
The city plans to actively consult with related agencies to ensure that the city’s requirements are reflected as much as possible based on expert reviews and advice on the opinions gathered during the meeting.
Mayor Park said, "The Gwangmyeong-Siheung district is an important development project preparing for the city’s next 100 years," adding, "It is time to prepare concrete plans for new town specialization and efficient land use."
