This visit was organized to commemorate the 80th anniversary of Liberation and Samiljeol (March 1st Movement Day), honoring the noble will of those who sacrificed their lives for the nation. Governor Jung, together with relevant staff, solemnly paid tribute and inspected the maintenance status of the independence activist's grave.

Park Youngchul, a native of Dongburi, Gijang-eup, returned to Korea after graduating from Kyoto Imperial University and continued his anti-Japanese activities. He was imprisoned in Daejeon Prison for violating the Maintenance of Public Order Act and died as a result of torture and the hardships endured during his imprisonment.

To honor his achievements, the government posthumously awarded him the Order of Merit for National Foundation in 1977 and the Order of Merit for National Foundation, Patriotic Medal, in 1990. In 1984, as part of the Ministry of Patriots and Veterans Affairs' project to preserve the sites of independence activists, Park Youngchul's grave was renovated and a tombstone was erected.

In December 2023, Gijang County installed an information board at the grave and improved the access road and tombstone, making it more comfortable for visitors to pay their respects.

Governor Jung Jongbok stated, "With deep reverence for the spirit of sacrifice and noble dedication of our forebears, we will continue to uphold the deep-rooted spirit and history of the independence movement in the Gijang region."
