Gokseong County in Jeollanam-do announced on the 7th that it will promote the '2025 Regional Specialized Visa Project' to attract foreign talent until September 30 next year.


The Regional Specialized Visa Project is a program that issues regional specialized visas (F-2-R, F-4-R) to outstanding foreigners and overseas Koreans who meet certain requirements set by the Ministry of Justice. The aim is to encourage employment and residency in areas with declining populations and to revitalize the local economy as a response to population decline.


The county secured an allocation of up to 54 outstanding foreign talents (F-2-R) through a quota application for the regional specialized visa project, following last year’s efforts. In addition, the county plans to concurrently promote the inclusion of overseas Koreans (F-4-R) and the newly established Regional Specialized Skilled Workforce (E-7-4R) this year.


Notably, while the qualification requirements for regional specialized outstanding talent (F-2-R) have been partially strengthened this year, the industry restrictions have been removed except for previously restricted employment fields, offering more participation opportunities for outstanding foreigners.


The regional specialized overseas Korean (F-4-R) visa has no quota limit. Eligible applicants include: ▲ overseas Koreans who have resided in Gokseong County for more than two years before the project launch; ▲ overseas Koreans under the age of 60 who wish to move to Gokseong with their families after living in a city (non-population declining area) or abroad; ▲ minor biological children of these overseas Koreans who are of school age (between 6 and 19 years old) and are currently enrolled or scheduled to enroll in elementary, middle, or high schools in Gokseong County. In these cases, visa conversion support is provided.


Applicants wishing to apply should submit the required documents in person to the Population Policy Division (Local Extinction Response Team). For more details, please refer to the Gokseong County website (Notices and Announcements) or inquire by phone.


A county official stated, "Our goal is to actively attract outstanding foreigners to revitalize the local economy and promote the sustainable development of our county," adding, "We will actively utilize the regional specialized visa project to increase the resident population, secure industrial manpower, and proactively respond to local extinction."
