AP Satellite announced that it signed a Memorandum of Understanding (MOU) with HFR on the 6th at Mobile World Congress 2025 (MWC 2025) to collaborate on a 5G-based terrestrial and non-terrestrial communication system. Through this agreement, they will jointly promote the commercialization of next-generation mobile communication networks linking satellites and terrestrial networks.

AP Satellite, part of the Contec Space Group, is a specialized company possessing satellite systems and satellite communication terminal technology. It provides core technology for the MSS (Mobile Satellite Service) system. HFR is responsible for providing 5G specialized network equipment such as 5G core networks, network management systems, open base stations, Wi-Fi, and IoT routers. Both companies will jointly advance the MSS project and expand into overseas markets.
Lee Seong-hee, CEO of AP Satellite, stated, “We will accelerate the development of non-terrestrial communication solutions and actively target the global market,” adding, “Through cooperation with HFR, we will bring forward the era of next-generation 5G satellite communication.”
Jung Jong-min, CEO of HFR, also said, “This collaboration will contribute to building an innovative network that integrates satellite and 5G technologies.”
As interest in the ‘space-terrestrial integrated network’ combining satellites and mobile communications grows, this collaboration is expected to be an important milestone leading the satellite-based 5G communication market. It can provide high-speed data services even in areas where existing communication networks do not reach, making it applicable in various fields such as industry, military, disaster response, and remote area communications.
In the AP Satellite and HFR MOU, they agreed to gradually promote ▲ joint advancement of MSS network and terminal projects ▲ application of 5G specialized network solutions ▲ expansion into overseas markets and marketing cooperation.
This agreement is valid until December 31, 2028, and will automatically terminate upon signing the main contract. AP Satellite and HFR plan to lead the construction of next-generation networks combining 5G mobile communication and satellite communication, strengthening their competitiveness in the global telecommunications market.
