Call for Proper Management of Smart Liquid De-Icing Containers and Installation of State-of-the-Art Equipment in Public Buildings

On the 20th, during the 328th temporary session of the Gwangju Seo-gu Council, Councilor Kim Sooyoung emphasized the importance of installing state-of-the-art equipment in public buildings and managing smart liquid de-icing containers through a five-minute free speech.

Kim stated, "When I visited Seobitmaru Arts Center last month and listened to the staff, I heard that the equipment is only suitable for educational purposes, making it difficult to use for performances. In order to host high-quality planned performances, appropriate equipment is essential."


She added, "Because the purpose of the building was unclear from the time of completion, there were cases where additional budgets had to be allocated. I hope the executive branch will thoroughly review the purchase of state-of-the-art equipment for the soon-to-be-completed Yangdong-Yudeokdong Multipurpose Center, Seo-gu Welfare Center for the Disabled, Nongseongdong Health Support Center, Nongseong 2-dong Public Complex Office, and Beotkkot Eoullim Center, to prevent redundant spending."


Kim also mentioned the need for proper management of smart liquid de-icing containers to minimize inconvenience for residents caused by heavy snow and cold waves in winter.


Currently, there are 79 smart liquid de-icing containers installed in Seo-gu from 2021 to 2024, with the total installation and maintenance costs amounting to approximately 450 million won.


Kim pointed out, "There has been insufficient consideration for the maintenance of the previously installed de-icing containers (52 units), resulting in delays in refilling the liquid when it runs out. Due to the recent prolonged heavy snowfall, liquid replenishment was delayed and residents experienced inconvenience. A rapid response system must be established through maintenance contracts."


She further suggested, "Nearby residents should be educated on how to operate the de-icing containers to strengthen cooperation, and small de-icing equipment should be distributed as needed based on demand surveys. De-icing containers installed with significant budgets should not cause inconvenience to residents rather than convenience."
