Lim stated, "There are still many areas lacking in welfare and the protection of rights for children and youth, which are crucial for their healthy growth as future leaders of society," and added, "With the decline in the youth population and the normalization of digital environments, the local community must actively provide various opportunities for participation and meet the complex activity needs of diverse youth, including those outside of school, through close administrative cooperation."

Lim has previously proposed several motions for youth welfare, such as a recommendation to restore the reduced youth budget and an ordinance for Youth Day.

Additionally, Lim has been active in legislative activities for the enhancement of children's and youth's rights by proposing policies such as 'improvement of residential environments' and 'creation of sports activity spaces.'

This year in Seo-gu, support will be provided for local 'youth clubs' to encourage healthy growth activities, and events such as the 'Youth Liberation Festival (May)' and 'Youth Harmony Plaza (three times in total)' will be held. Furthermore, a dedicated complex leisure space for youth, called 'Youth Autonomous Space,' will be established and operated to support youth leisure and relaxation.
