The Ministry of National Defense analyzed, "Since dispatching troops to the Ukraine war, North Korea has continued to support Russia with weapons and ammunition," adding, "Under the strongest hardline strategy against the U.S., it continues rhetorical criticism while demonstrating military power."

Regarding North Korea's strategy toward South Korea, the Ministry noted, "North Korea is observing our political situation while continuing so-called 'hostile nation' related measures and GPS jamming," and pointed out, "Through the dismantling of inter-Korean economic cooperation facilities such as the Kaesong Industrial Complex Comprehensive Support Center, the Mount Kumgang tourism zone, and transmission towers along the Gyeongui Line, North Korea is openly expressing its intention to sever inter-Korean relations."

Additionally, the Ministry of National Defense stated about North Korea's defense capabilities, "As the final year of the five-year defense development plan, it is expected that North Korea will focus on enhancing the completeness of its nuclear and missile capabilities and modernizing conventional forces with Russian support," and added, "We are closely monitoring the possibility of advanced military technology transfers, such as intercontinental ballistic missile (ICBM) reentry technology and nuclear submarines, in exchange for support to Russia."
