Yongin City "Integrated Review for Individual Evaluation of Redevelopment and Reconstruction"

Review Period Expected to Be Reduced from Two Years to Six Months
First Applied to Four Complexes Including Hanseong 1st in Gugal

Yongin City in Gyeonggi Province will integrate various evaluations of redevelopment and reconstruction maintenance projects that were previously conducted individually.


On the 6th, Yongin City announced that it will operate an 'integrated review' that processes multiple necessary reviews at once during the project implementation plan approval stage of maintenance projects. Accordingly, the time required for project implementation plan approval, which usually took about two years, is expected to be drastically shortened to six months.

Maintenance projects such as redevelopment and reconstruction under the Urban and Residential Environment Maintenance Act go through procedures including designation of maintenance zones → establishment of promotion committees → establishment of associations → project plan approval → management disposition plan approval → commencement and completion. In particular, at the project plan approval stage, reviews such as ▲traffic impact assessment ▲educational environment assessment ▲environmental impact assessment must be conducted.


Typically, evaluations alone take about two years. The city plans to drastically shorten this period to six months by integrating the evaluations that were previously conducted individually.


The city plans to apply the integrated review starting with four apartment complexes designated and announced as maintenance zones last month. The target complexes are Hanseong 1st and 2nd in Gugal 1 District, Giheung-gu, and Hanseong and Samsung 2nd in Suji 1 District, Suji-gu.


To facilitate the integrated review, the city will operate an ad hoc integrated review committee composed of about 30 experts recommended by sectoral committees as a non-permanent organization.


A city official said, "With the integrated review, we can reduce project delays and unnecessary costs caused by individual reviews and promote maintenance projects more swiftly," adding, "We will actively provide administrative support to ensure the smooth progress of maintenance projects for aging housing."
