Nowon-gu Hagye Rose Reconstruction Seoul City Rapid Integrated Planning Advisory Application

First Introduction of Transit-Oriented Zoning Upgrade in Nowon-gu
Includes Quasi-Residential Area, Up to 49 Floors and 2,775 Households Planned

Nowon-gu Hagye Rose Reconstruction Seoul City Rapid Integrated Planning Advisory Application

Nowon-gu, Seoul (District Mayor Oh Seung-rok) announced that it has submitted the summer Jangmi Apartment reconstruction plan, promoted through a rapid integrated consultation method, to the Seoul Metropolitan Government.


According to the plan, Jangmi Apartment will be transformed from the existing complex of 15 floors and 1,880 households into a high-rise apartment with up to 49 floors and 2,775 households.


The plan for this complex is attracting attention because it is the first to reflect the transit-oriented development (within 350m) zoning upgrade in Nowon-gu, following the 2030 Seoul Metropolitan City Urban and Residential Environment Maintenance Basic Plan announced by Seoul in September last year.


Some areas including the transit-oriented zone were upgraded to a 'quasi-residential area' with a planned floor area ratio of 454%. Additionally, a 'profitability adjustment coefficient' was applied. This system adds incentives to the allowable floor area ratio while reducing the proportion of rental housing and increasing the proportion of general sales to enhance project profitability.


As of 2025, Nowon-gu has 73 aged apartment complexes with over 200 households that are more than 30 years old, totaling about 83,000 households, showing strong demand for reconstruction. However, due to low land prices, high household density, and recently soaring construction costs, projects have been sluggish.


Currently, reconstruction promotion in the district is gaining momentum again thanks to last year's improvements in Seoul's system and the district's active search for support measures.


In December last year, Sangye Boram Apartment submitted a plan through the rapid integrated consultation method, and this summer Jangmi Apartment is the second case.


Going forward, Sangye Jugong Complex 6 and Junggye Green Apartment, which are currently supplementing their project plans, are preparing to submit their plans to the Seoul Metropolitan Government.


Rapid integrated planning is a system where Seoul provides preliminary consultation at the maintenance plan establishment stage, the first step in reconstruction or redevelopment projects. It offers guidelines to balance project profitability and public interest, thereby shortening the project implementation period.


District Mayor Oh Seung-rok said, “As a result of active efforts to boost reconstruction project momentum, such as easing safety inspection standards and applying the profitability adjustment coefficient, 24 complexes have passed safety inspections and 4 complexes are undergoing rapid integrated planning. We will continue thorough preparation and steady communication to ensure swift residential environment improvement.”
