Continuing Citywide AI Training for All Employees, Including ChatGPT
Leading AI-Based Administrative Services with AI Care Calls and Intelligent Smart Control Systems

Goyang Special City in Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 24th that it successfully held a 'ChatGPT Work Utilization' training session on the 23rd at the Ilsandong-gu Office large conference room.
This training was organized to strengthen AI utilization capabilities that can be immediately applied to practical work through theory and practice, with about 140 employees from various departments of Goyang City attending. The session lasted approximately two hours.
The first session of the training introduced the basic concepts and key features of ChatGPT, and the second session provided in-depth education on effective prompt writing techniques.
Participants learned the basics of prompt engineering and practiced writing practical prompts applicable to public work, acquiring methods to use ChatGPT for tasks such as document summarization and report writing.
This training was conducted to help employees understand and utilize AI tools like ChatGPT, increase their familiarity with digital technologies, and learn administrative work methods suitable for the digital transformation era.
One employee who participated in the training said, “Since generative AI is already actively used in private companies, there has been much interest in when it will be introduced in the public sector. I was very satisfied to receive training that approached it from a practical perspective.”
Goyang Special City has continuously made efforts to keep pace with the rapidly changing IT environment and the digital transformation (DX) era.
Last year, various AI training sessions were conducted for employees.
The Human Resources Department held four sessions of 'Digital Transformation Literacy Training' for about 800 employees. In particular, courses such as ‘AI Practice and Utilization Cases’ and ‘Legal Use for Public Officials,’ which can be immediately applied in practice, received positive responses from employees.
The Information and Communication Officer expanded the 'IT Trend Course' of employee informatization education. Considering that most of the 500 participants were practitioners, 9 out of 23 sessions were conducted on ChatGPT and various AI applications, data analysis, and other topics. The satisfaction score was as high as 4.73 out of 5.0.
In addition to employee training, the city already provides administrative services utilizing AI, such as the ‘AI Care Call’ to check on elderly people living alone, and the ‘Intelligent Smart Control System’ that detects and alerts in real time about unusual events like falls or fires.
Mayor Lee Dong-hwan of Goyang Special City stated, “Through this ChatGPT work utilization training, we expect employees to use artificial intelligence (AI) technology more effectively to improve the efficiency of administrative work. We will continue to provide AI-related education in line with the digital transformation era to offer fast and efficient administrative services to citizens.”
Meanwhile, the Smart City Division plans to promote this training by touring three district offices (Deogyang-gu, Ilsandong-gu, Ilsanseo-gu) including the city hall from February to implement smart administration that practically utilizes generative AI such as ChatGPT.
