Yeongju City in Gyeongbuk announced on the 24th that it has published a booklet titled "Changes Starting from 2025," which organizes newly implemented or revised policies, systems, and laws in an easy-to-understand and accessible way for citizens.
This booklet includes newly implemented or revised systems in various fields such as health, welfare, and agriculture for diverse groups including youth, children, and single-parent families. The city distributed the booklet to administrative welfare centers in towns, townships, and neighborhoods, as well as to each department for convenient use by citizens. It is also available for viewing and download on the Yeongju City website.
Key new policies include an increase in dormitory fees (rent) support for youth and education, raising the annual support amount from 600,000 KRW to 800,000 KRW. This support targets students attending high schools in Yeongju and the Korea Polytechnic University Yeongju Campus, aiming to alleviate housing costs for the local youth population.
Support for national veterans will also be significantly strengthened. The existing Vietnam War veteran honor allowance will increase from 190,000 KRW to 250,000 KRW per month, and the eligibility for the veterans honor allowance will expand from the current recipients to include those eligible for veterans compensation. This is expected to allow more national veterans to benefit.
Additionally, comprehensive health checkup expenses will be supported for community leaders (Lee/Tongjang). According to the revised Yeongju City ordinance on the establishment and operation of Lee/Tong/Ban, those born in odd-numbered years and serving as Lee/Tongjang after January 1, 2025, will be eligible, with up to 300,000 KRW per person supported for health checkups.
Agricultural policies will also be improved. A prior notification system for farmland improvement (filling and cutting) will be implemented to prevent indiscriminate farmland modifications and enable efficient farmland management. Furthermore, a rural stay-type rest facility system will be introduced to expand the rural living population, supporting urban residents and farmers to engage in farming activities more conveniently.
Policies for the health of pregnant women and newborns have also been established. Free pertussis vaccinations will be provided to pregnant women and their spouses. Pertussis is a fatal infectious disease for newborns, and when pregnant women receive the vaccination, immunity is passed to the fetus. If at least one spouse is registered as a resident in Yeongju City, both spouses can receive the vaccination free of charge, starting from February at the Yeongju City Health Center.
Agricultural food vouchers will be provided to low-income groups to purchase fresh agricultural products. Starting from 40,000 KRW per month for single-person households, support will vary according to the number of household members, helping them to reliably obtain healthy foods such as fruits, vegetables, and meat.
Moreover, the booklet includes 60 changes in laws and systems across 10 fields implemented by central government ministries, enabling citizens to use them practically in daily life.
Mayor Park Nam-seo of Yeongju said, "We published this booklet so that citizens can easily check and utilize the systems and policies changing in the new year," adding, "We will discover various policies closely related to citizens' lives and actively promote them."
