Yongin City Introduces Permit Quota System for Remodeling of Aging Apartments

Yongin City in Gyeonggi Province is introducing a 'total permit volume system' for apartment remodeling. This decision was made based on concerns that a sudden surge in relocation demand could stimulate the surrounding rental and lease market.

On the 24th, Yongin City announced that it has prepared the "Yongin City Apartment Remodeling Basic Plan Revision" containing these details and will conduct a public inspection for residents until the 10th of next month.


The Apartment Remodeling Basic Plan is a statutory plan established every 10 years and reviewed every 5 years to systematically manage urban overcrowding and relocation demand caused by remodeling that increases the number of households. The city has been revising the apartment remodeling basic plan established in 2018 since 2023.


The city explained that through this remodeling basic plan revision, it reexamined the validity of the existing plan and reflected the changed urban conditions. The revision plan includes remodeling demand forecasts, review of the impact on infrastructure due to the increase in the number of households, phased remodeling implementation plans, remodeling support measures, urban landscape management plans, and density planning. The target complexes are 492 apartment complexes with 30 or more households that have passed 15 years since their approval for use.


The revision plan particularly presented a total permit volume considering the predicted relocation scale until 2030. If remodeling applications temporarily exceed the total permit volume, priority evaluation criteria will be applied to select complexes for priority implementation.


Along with this, guidelines for density and landscape management were also presented, taking into account issues such as fairness with nearby apartment complexes, urban overcrowding, and urban landscape degradation. Incentives will be applied to complexes outside district unit planning zones that implement public contributions and residential performance improvement items, allowing up to 120% of the floor area ratio limit by land use district under the National Land Planning Act.


The impact of the increase in the number of households due to remodeling on infrastructure such as parks and green spaces was analyzed to be minimal. However, issues such as insufficient water and sewage capacity and the dispersion of overcrowded classes in Suji District require additional review, so separate consultations will be held with the relevant departments and the Yongin Office of Education.


The prepared revision plan can be viewed by visiting the Housing Policy Division at City Hall. Those with opinions can submit a written opinion form to the Housing Policy Division during the public inspection period.


After completing the public inspection, the city plans to finalize and announce the revised apartment remodeling basic plan through administrative procedures such as hearing opinions from the city council and deliberation by the Urban Planning Committee.
