Expansion of Coverage to Most Everyday Accidents with 'Comprehensive Injury Medical Expenses'
No Matter Fault or Private Insurance, Only Nowon-gu Resident Registration (Including Foreigners) Required
Seoul's First 'Bicycle Insurance' and 'Disabled Electric Mobility Insurance' Also Operated, Creating a Strong Safety Net

Nowon-gu, Seoul (District Mayor Oh Seung-rok) announced that it will operate the 'Nowon-gu Resident Safety Insurance' to provide prompt financial support to residents affected by various accidents that may occur in daily life.
Under the safety insurance subscribed by the district, all residents registered in Nowon-gu and foreign residents registered in Nowon-gu can receive equal coverage for various injury situations without any separate subscription procedures.
The biggest change this year is the expansion of the coverage scope. Previously, coverage was provided for designated injuries such as compensation for crime victims, emergency room treatment costs for dog bite accidents, and burn surgery costs. This year, it has been changed to support 'comprehensive injury medical expenses.'
As a result, most injury cases that can occur in daily life are now included within the coverage scope. Since the Seoul Citizen Safety Insurance, which covers all Seoul citizens, mainly operates for death and permanent disability, residents can enjoy the benefits of both city and district public insurance according to their individual situations.
For injuries such as cuts, burns, sprains, bruises, as well as burns and fractures, medical expenses up to 100,000 KRW per person are supported for the insured's co-payment portion of covered medical services, regardless of the insured's fault or whether they have personal insurance (actual expense insurance). In the case of fatal accidents, funeral expenses up to 10 million KRW are separately provided to the legal heirs.
The revised safety insurance coverage will be applied from February 1 this year to January 31 next year, and residents who move into Nowon-gu during the coverage period can also receive benefits. If the insurance claim is made within three years from the date of the accident, the district fully covers the insurance cost. However, for some restrictions including items compensated under other laws such as industrial accident insurance, public liability insurance for facilities, and medical expenses borne by the National Health Insurance Corporation, inquiries can be made to the Nowon-gu Safety City Division before claiming insurance benefits.
Since 2019, the district has promoted safety insurance for all residents regardless of the accident location and has supported about 630 million KRW for 267 cases of accidents over the past four years.
Additionally, the district simultaneously operates 'Bicycle Insurance' that covers damages caused by bicycle accidents and 'Disabled Electric Mobility Insurance' for accidents occurring while operating electric mobility aids for the disabled (electric wheelchairs, electric scooters). Bicycle insurance has been in place since 2015, and electric mobility insurance since 2022, both being the first among Seoul's autonomous districts.
Mayor Oh Seung-rok said, “Along with expanding safety infrastructure so that residents can live safely, it is also important to provide reliable support and compensation for accidents that occur,” adding, “We will spare no effort to help residents recover their daily lives after unexpected accidents.”
