Gyeonggi Province held a comprehensive inspection meeting of the Northern Gyeonggi Large-Scale Development Task Force (TF) on the 23rd at the Northern Government Complex of Gyeonggi Provincial Office, chaired by Deputy Governor Oh Hu-seok of Administrative Affairs 2.

At the meeting, 23 key agenda items across five subcommittees were shared, focusing on the Northern Large-Scale Development promotion plan, and the 2025 goals and detailed implementation roadmap were reviewed.
Gyeonggi Province has set a target to achieve more than 70% of the Northern Gyeonggi large-scale development agenda during the 8th elected administration and decided to hold the comprehensive inspection meetings chaired by the Deputy Governor of Administrative Affairs 2 monthly from this year, instead of quarterly. This reflects a strong commitment to fully concentrate on the Northern Gyeonggi large-scale development by further strengthening collaboration and integrative discussions across departments without barriers.
During the meeting, special time was allocated to discuss and deliberate on the changes expected in Northern Gyeonggi by 2025.
Gyeonggi Province will prioritize the allocation of the remaining 1,348,000㎡ of industrial district land to northern cities and counties.
The construction of the Innovation Center in Yangju Technovalley is also expected to materialize soon. Through a service project in the first half of this year, the participating entities and funding plans will be concretized and promoted.
Regarding the creation of new towns to drive the development of Northern Gyeonggi, Goyang Changneung and Namyangju Wangsuk districts have already been designated and are progressing smoothly, while Guri Topyeong 2 district is planned to be designated within the first half of this year. Gyeonggi Province is actively negotiating with the Ministry of Land, Infrastructure and Transport to have Gyeonggi Province and GH participate as joint project operators alongside LH, which is currently the project implementer for the Guri Topyeong 2 public housing district.
The meeting also reviewed the establishment of the Northern Branches of the Transportation Training Institute and Talent Development Institute, the Northern Agricultural R&D Center of the Agricultural Technology Institute, and the Northern Campus of the Firefighting School. The Northern Branches of the Transportation Training Institute and Talent Development Institute will be installed in leased facilities at the Pocheon Women's Hall and Uijeongbu Northern Chamber of Commerce buildings, respectively. The Transportation Training Institute is expected to benefit 150,000 transportation workers annually, and the Talent Development Institute will serve 1,355 public officials per year.
The establishment of a public medical center in the Northeastern region, to be located in Namyangju and Yangju, will undergo a feasibility study within this year. Additionally, a total of 4.7 billion KRW, including 2.4 billion KRW from provincial funds, will be allocated to expand medical personnel and support operating costs for on-call medical institutions in Dongducheon, Yeoncheon, and Gapyeong.
To expand public transportation infrastructure in Northern Gyeonggi, the "Ddok Bus," which has been operating 50 buses across four cities and counties including Goyang, Paju, Yangju, and Yeoncheon, will add 23 more buses in two cities/counties, Uijeongbu and Yangju. Furthermore, the metropolitan bus route 3800 connecting Goyang and Uijeongbu, linking east and west Northern Gyeonggi, has been in operation since 2024. Plans are underway to launch a route between Pocheon and Namyangju in the second half of the year.
The emergency vehicle priority signal system is also in its final stages of construction. A total budget of 3.3 billion KRW is being invested in four cities/counties?Uijeongbu, Dongducheon, Yeoncheon, and Yangju?and with plans to extend to Pocheon and Gapyeong by 2026, the system will be completed throughout Northern Gyeonggi. This is expected to reduce emergency vehicle dispatch times by more than 60%.
Gyeonggi Province continues to visit central government agencies, the National Assembly, and the 5th National Railway Network research institutions to propose and negotiate the inclusion of Northern Gyeonggi railway projects in the 5th National Railway Network and the Metropolitan Area Wide-Area Transportation Implementation Plan. The Goyang Eunpyeong Line, connected to Subway Line 6, and the Gangdong Hanam Namyangju Line, connected to Subway Line 9, are planned to start design orders and basic design this year.
In the river sector, three projects are underway. First, maintenance continues on a total of 33 rivers in Northern Gyeonggi. Among these, a pilot project will maintain 5.36 km of central and purified river paths, connecting 144 km of river paths. The targets are Gwangsa Stream in Yangju and Yongam Stream in Namyangju. Additionally, projects for creating parks on abandoned river sites and low-carbon waterfront parks are progressing.
The Dongducheon National Industrial Complex will complete its first phase by December this year. To expand investment in solar power facilities in the industrial complex, eight annual on-site corporate RE100 briefings will be held. For long-term job creation in the north, the establishment of a northern technical school is under consideration, and from 2025, vocational training will be conducted by leasing idle facilities.
In the tourism sector of Northern Gyeonggi, plans are underway to improve the operation method of the Camp Greaves open area. Previously, visits were limited to five rounds per day with 100 people per round and a viewing time within 90 minutes, but negotiations with the military base are ongoing to switch to self-guided tours. The development of idle land at Imjingak will proceed with central investment review, and basic and detailed design services are scheduled to start in August this year. A total budget of 2.3 billion KRW, including 1.6 billion KRW from provincial funds, will be invested to revitalize the Northern Gyeonggi food tourism industry, operate art tours, promote workation combining work and leisure, and develop nighttime tourism. Consultations with cities and counties are underway. The pet theme park to be established in Dongducheon City is expected to complete licensing procedures and prepare for construction orders within this year.

In 2025, we will show the sincerity of Gyeonggi Province through action to the residents and reaffirm our firm determination to open the true ‘Northern Gyeonggi Era.’ We will continue to push forward with heartfelt effort and passion to make this a reality.”
