2025 Median Income Standard Increased by 7.34% for Single-Person Households and 6.42% for Four-Person Households
More Households to Benefit as Obligor and Automobile Asset Criteria Are Adjusted
Proactive Identification of Beneficiaries to Eliminate Welfare Blind Spots
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will expand livelihood benefit support to eliminate welfare blind spots following the increase in the 2025 median income standard and the relaxation of the selection criteria for beneficiaries of the National Basic Livelihood Security System.
Livelihood benefits are part of the National Basic Livelihood Security System, designed to support low-income households living below the minimum cost of living. If a household's recognized income amount is below a certain percentage of the median income standard, the system supplements the shortfall to help maintain a minimum standard of living.
This year, the Ministry of Health and Welfare expanded the median income standard by 7.34% for single-person households and 6.42% for four-person households compared to the previous year. Accordingly, the amount of livelihood benefits has also increased, rising by up to 117,000 KRW to 765,444 KRW for single-person households and 1,951,287 KRW for four-person households.
The criteria for livelihood benefit obligors have also been significantly relaxed. Previously, beneficiaries were excluded if the obligor’s annual income exceeded 100 million KRW or general assets exceeded 900 million KRW. From this year, the criteria have been raised to an annual income exceeding 130 million KRW or general assets exceeding 1.2 billion KRW.
The automobile asset standard, to which the general asset conversion rate applies, has also been relaxed, changing to vehicles with engine displacement under 2000cc that are either over 10 years old or valued under 5 million KRW.
Accordingly, the district plans to make efforts to identify eligible beneficiaries so that residents can receive these benefits.
Applications for livelihood benefits can be made at the resident center in the applicant’s district of residence. Detailed information can be obtained through the resident center or the district office’s Welfare Support Division.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “With the relaxation of the 2025 livelihood benefit criteria, many residents facing difficulties will be able to receive greater benefits. We will continue to do our best to identify beneficiaries and promote awareness to eliminate welfare blind spots and ensure that neighbors in need can enjoy various welfare benefits.”
