"Path Opened to Resolve Long-Neglected Public Land Issues"…Gyeonggi-do's Proposal Reflected by Government

Gyeonggi Province's proposed system improvement plan to resolve the issue of long-term unsold public facility sites within public housing districts has been reflected in the Public Housing Business Processing Guidelines.


Gyeonggi Province announced on the 24th that three proposals submitted to the government?▲allowing mixed-use of public facility sites ▲reorganizing public facility site plans 1 year and 6 months before the completion of public housing districts ▲promoting public contributions when profits arise from land-use changes?were included in the Public Housing District Business Processing Guidelines announced by the Ministry of Land, Infrastructure and Transport on December 30 of last year.


Previously, since 2022, Gyeonggi Province made several system improvement proposals to the Ministry of Land, Infrastructure and Transport, including direct visits, to address resident inconveniences, delays in urban maturation, and inefficient use of land resources.


In the case of unsold sites, if they remain as vacant land without being used for originally planned purposes such as schools, public offices, urban support facilities, parking lots, or religious facilities, there is a high risk of landscape damage, illegal dumping of waste, and inconvenience to residents of nearby apartments where move-in has been completed.

With this system improvement, if the designated purchaser of a public facility site gives up the purchase or if land-use changes are delayed, the site can be planned for mixed-use. Additionally, by reviewing supply conditions and utilization plans up to 1 year and 6 months before completion, if supply under the original use is impossible or the designated purchaser gives up the purchase, there is an opportunity to change the use to another purpose. Furthermore, if the designated purchaser who agreed to purchase the public facility site gives up, the public housing project operator can support the installation of cultural and welfare facilities in the area within the range of profits generated.


This system improvement is expected to reduce the financial burden on project operators caused by long-term holding of unsold sites and significantly alleviate residents' inconveniences through efficient land use.


A Gyeonggi Province official stated, "We expect this system improvement plan to substantially contribute to solving the problem of long-term unsold public facility sites," and added, "We will continue to monitor the situation and improve the system to resolve the issue of unsold public facility sites."
