Reducing Arrears Burden with Installment Payments
Up to 12 Months Installment Available
Namyangju City, Gyeonggi Province (Mayor Joo Gwang-deok) announced on the 23rd that it will ease the criteria for installment payments of enforcement fines for illegal buildings to reduce the economic burden on citizens, including companies and small merchants struggling due to the prolonged economic downturn.
The enforcement fine is imposed annually on illegal buildings that have been newly constructed, expanded, or had their use changed without permission or notification, until the correction order is fully complied with.
Previously, installment payment applications were only possible for enforcement fines initially exceeding 4 million KRW, with options for 6 or 12 months. However, with this improvement, installment payment applications are now allowed for up to 12 months regardless of the initial fine amount.
Additionally, the city has proposed to related agencies an institutional improvement allowing local governments to set the annual number of enforcement fine impositions under the "Special Measures Act on the Designation and Management of Development-Restricted Areas" by ordinance, aligning it with the current "Building Act."
A Namyangju City official stated, “We hope this system improvement will provide practical help to citizens facing economic difficulties,” and added, “We will continue to prepare various measures to stabilize people’s livelihoods and restore the local economy.”
