Suwon City Collects Over 40 Billion KRW in Overdue Payments for Nine Consecutive Years

Suwon City in Gyeonggi Province collected 40.2 billion KRW in overdue local taxes and non-tax revenues last year, achieving the milestone of collecting over 40 billion KRW in delinquent payments for the ninth consecutive year since 2016.


The city announced on January 23 that it had set its collection target for overdue local taxes and non-tax revenues at 38.8 billion KRW last year, but ultimately collected 40.2 billion KRW, exceeding the target by 1.4 billion KRW.


Since 2016, Suwon City has collected more than 40 billion KRW in overdue payments every year. In 2023, the city collected 27.1 billion KRW in overdue local taxes and 13.4 billion KRW in overdue non-tax revenues, totaling 40.5 billion KRW.


This achievement is attributed to the city’s efforts to strengthen on-site collection activities, such as conducting home searches for high-value delinquents and tracking unregistered vehicles. Additionally, Suwon City implemented a system in which all employees are responsible for collecting small overdue amounts of less than 300,000 KRW.


Furthermore, the city actively operates a mobile task force to track high-value delinquents with overdue amounts of 5 million KRW or more, and conducts home searches and seizes movable assets for chronic delinquents owing over 10 million KRW. Under the all-employee responsibility system, local tax collection team members call delinquents and send text messages and notices to continuously encourage payment.

In particular, the city has utilized a variety of collection techniques, such as tax payment guarantees, subrogation registration, and seizure of virtual assets. Since November, Suwon City has also introduced a mobile electronic notification system that sends overdue local tax and non-tax revenue notices via KakaoTalk.


The city has also actively pursued measures to collect overdue non-tax revenues. These include seizing license plates from vehicles with unpaid fines and freezing the bank accounts of delinquents. The names of 15 high-value delinquents were made public as well.


A Suwon City official stated, "We have collected overdue payments by seizing and collecting all assets of chronic and high-value delinquents, including real estate, vehicles, and bank deposits, and by imposing strong administrative sanctions such as public disclosure of names, travel bans, and registration in public records. This year, we will continue strong collection activities targeting chronic and high-value delinquents to achieve the goal of collecting over 40 billion KRW in overdue payments for the tenth consecutive year."
